JOB TITLE: Head of Area Office

DUTY STATION (City, Country): Port-au-Prince, Haiti

DURATION : 11 months

 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Head of Area Office (HoAO) manages the WFP Sub Offices (SOs) and Port-au-Prince Field Office (FO) in Haiti, and reports to the Deputy Country Director (Operations).

The HoAO supports the WFP operations and manages programmes of moderate size or complexity that effectively meet food assistance needs or contribute to policy formulation, including partnership engagement and/or provide technical advice. Furthermore, a key aspect of this role is to oversight on programme strategy and implementation.

It is worth to mention that the HoAO operates with a high degree of independence, to ensure effective programme operations, in coordination with Operations Units, support services units at CO, and he/she is heavily involved in day–to-day activities and analytical work related to the SOs and FO under his/her responsibility.

ACCOUNTABILITIES/RESPONSIBILITIES:

Within delegated authority, the Programme Policy Officer will:

  • Manage and lead WFP field operations within the area of assignment to ensure timely and effective deployment of food assistance programmes.
  • Hold accountability for the deployment of Country Office (CO) initiatives, policies and strategies in the Sub Offices (SOs) and the Field Office (FO) under his/her responsibility.
  • Effectively manage the Sub Offices and the Field Office to ensure transparent and efficient resources management, where the HoAO support on the continued development of a cohesive and high performing teams.
  • In coordination with HoSOs and FO, ensure efficient use of financial and assets resources for achievement of set objectives.
  • Support the SOs and FO on security matters of WFP staff, on access to implement operations, premises and assets in the SOs and FO to verify that WFP security and safety standards are locally set and followed.
  • Collaborate with local authorities and other partners in identifying where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).
  • Assist when SOs and FO will develop and coordinate data gathering and monitoring systems and support conducting timely monitoring and evaluation activities in coordination with CO Units.
  • Contribute the SOs and FO when preparing accurate and comprehensive analysis and reports on WFP operations with regular and timely submission. HoAO reviews to identify programme support requirements and inform operational planning and decisions.
  • Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
  • Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
  • Facilitate technical decisions on program management and programme convergence and integration of the WFP programmes in the field, based on risk-basis analysis.
  • Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
  • Keep the CO Management informed on social political development in the Area with proper analytical dimensions and advise the key issues might hamper the operation.
  • Undertake/perform any other duties/tasks designated/delegated by the supervisor.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Sub Office and Field Office teams are highly motivated and HoSOs and HoFO are coached and supervised periodically. Leadership Framework is applied in the SOs ad FO, and training plans are developed -tailored to the SO/FO needs- as well as its implementation.
  2. Sub Offices and Field Office, under the HoAO, implement the WFP activities in their territory, effectively, and they perform their duties/tasks in a constructive manner.
  3. Periodic reports to CO Management are submitted and HoAO will lead periodical meetings, when required, in coordination with Programme, RAM, Access and Security units in CO.
  4. Support to SOs/FO in case of force majeure events and HoAO will assist on administrative procedures, in coordination with CO-Support Services Units.
  5. Perform as HoSO a.i. in case of HoSO or HoFO absence

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education Advanced University degree in Economics, Social Sciences, Nutrition/Health, Agriculture, Environmental Science or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience At least 5 years of relevant professional experience in the domain.
Has developed, or supported in the development of, multi-discipline work plans to support the achievement of WFP strategic aims within a defined area. Participated in a moderately complex emergency operation/development programme.
Has gained experience in field operations, preferably in a hardship duty station or emergency situation. Has led a mid-size to large team to ensure the effective delivery of objectives.
Gained experience of analysing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
Gained broader exposure across areas within a function (i.e. policy, programme etc.); managed mid-size financial budgets, balancing multiple priorities effectively.
Participated in a vendor/government/ partner negotiation in support of broad function or Country Office requirements.
Has experience with security co-ordination, Access Operations tasks, and compound management within a mid-size area.
