ORGANIZATIONAL CONTEXT

Framed within its Country Strategic Plan, WFP provides technical support to the national and regional governments to ensure that Filipinos are better able to meet their urgent food and nutrition needs in times of crisis and that their resilience is strengthened through improved and sustainable livelihoods. WFP’s support takes on multiple dimensions. WFP provides nutrition-sensitive emergency food assistance and restores assets. The organization strengthens and augments the government’s as well as partners’ emergency preparedness capacities, including improving their supply chains and emergency telecommunications. WFP also provides integrated resilience-building activities and supports the government in managing climate- and conflict-related risks. In addition, WFP reinforces the government’s social protection systems and, where required, provides integrated food and nutrition assistance and other on-demand services to poor and food-insecure communities. Social and behavior change (SBC) has been instrumental in WFP’s overall strategy.

Social and behavior change communication (SBCC) is a set of communication approaches, activities, or tools. The objective of the context-specific communications intervention is to positively enable behavior change. Because SBCC is socioecological, it goes beyond the knowledge, attitudes, and practices of the targeted individual, such as the pregnant woman or lactating mother. Behavior is contextual. The communications interventions therefore also target interpersonal influences, such as the behavior of the spouse or extended family in the household; organizational factors, such as health clinics and civil society organizations accessible to the mother; community characteristics, such as language, religion, and cultural values; as well as the policy environment, including local and national food and nutrition-related policies. SBCC uses an integrated approach to enable systemic changes .

BACKGROUND AND PURPOSE OF ASSIGNMENT

The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate. WFP is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability, and prosperity for people recovering from conflict, disasters, and the impact of climate change. In the Philippines,

WFP is evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, provide lifesaving food assistance in emergencies and develop programs that seek to improve nutrition and the overall quality of life of vulnerable people.

Social and behavior change (SBC) is a growing portfolio in WFP and is increasingly thriving as a cross-cutting activity across its responses to humanitarian and development needs. The WFP Philippines Country Office (CO) is looking for two Business Support Assistants (BSA). Both BSA positions are full-time and is based in the Cotabato City Field Office in Maguindanao.

JOB PURPOSE

The Business Support Assistants (BSA), with guidance from the project manager (PM), will implement the day-to-day SBC project tasks, activities, and procedures. They support the successful execution of the communications strategy and action plan, work with local stakeholders and with implementing partners, and help monitor communications and behavioral objectives. Current projects are cross-cutting, and thus, BSAs are expected not only to work within the nutrition workstream but to also execute tasks for workstreams in school feeding, social protection, anticipatory action, emergency response, gender and disability mainstreaming, integrated resilience, and other key areas of work.

In-person, in-office work and frequent travel to project sites are required, though remote work may be occasionally warranted, per guidance and instructions from management. BSAs are expected to work under minimum supervision but with routine, close coordination and collaboration with the PM. The BSAs directly report to the PM, who is supervised by the Head of Resilience. The SBC Programme Policy Officer, based at the CO, leads the SBC portfolio and provides technical guidance to the SBC project team.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Perform day-to-day project tasks, activities, and procedures in compliance with the implementation plan
  2. Facilitate community-based seminars, workshops, and other community mobilization activities
  3. Conduct interpersonal, one-to-one, and household visits
  4. Make regular field visits, take time to perform communications activities, and interact with beneficiaries, partners, authorities, and stakeholders
  5. Support and enable field stuff to run communications campaign as designed, including broadcast and social media
  6. Collaborate with relevant implementing partners, including civil society groups for indigenous peoples, people with disabilities, and other vulnerable groups
  7. Assist in the fidelity of the communications/messaging design to the strategy and action plan
  8. Help ensure the planning and implementation of the SBC activities
  9. Support the coordination of all implementation and procedure training sessions
  10. Help build and cultivate strategic relationships at the community level in ways that lead to increased impact and local ownership of the project
  11. Help prepare progress reports and other project documentation
  12. Assist in accurate, timely data management, including key data points for collection and analysis
  13. Perform administrative duties, including making purchase request, and coordinate with relevant units (e.g., procurement, finance), as appropriate
  14. Participate in internal and external meetings as well as relevant trainings or workshops
  15. Submit a monthly accomplishment report and attendance report as the basis for salary
  16. Promote WFP safety standards in the local context of the project and coordinate with designated focal persons on gender, safety, security, and wellbeing, as appropriate
  17. Interact with the various departments or units in the CO and FO to ensure full compliance with WFP’s policy, procedures, and standards
  18. Perform other related responsibilities , including workstreams in school feeding, social protection, anticipatory action, emergency response, gender and disability mainstreaming, integrated resilience, and other key areas of work, as required and guided by management

STANDARD MINIMUM QUALIFICATIONS

  • Education and training:
    • Completion of secondary education; bachelor’s degree in social or behavioral sciences, public health, nutrition, development studies, communications, or other equivalent levels of related degree is an advantage.
    • Advantages: formal training in developmental studies, health promotion/education, photo/video editing software, and/or project operations
  • Experience:
    • Minimum five (5) years of progressively responsible work in project operations, including implementing and monitoring/evaluating community-based project activities
    • Advantages:
      • experience in communications projects focused on social or behaviour change
      • experience in development of communications tools, materials, or activities
      • experience in community mobilization
      • experience in training facilitation and capacity building
      • exposure to food, nutrition, or health environment in rural area
      • exposure to gender and protection issues at the community level

  • Knowledge & Skills:
    • Excellent interpersonal skills, including strong professional communication and facilitation skills
    • Demonstrative sensitivity to local cultural knowledge, attitude, practices, and beliefs
    • In-depth knowledge of project management cycle
    • Strong understanding of the logical framework approach as well as of monitoring, evaluating, reporting, and communication strategies or tools
    • Strong analytical and writing skills
    • Ability to work within tight deadlines and manage multiple tasks simultaneously and independently
    • Proven ability to conceptualize, develop, plan, and manage project activities
    • Demonstrated leadership and teamwork skills, including good analytical, negotiation, and advocacy skills
    • Ability to work in a team and establish effective, empathic working relationships with people of different diverse backgrounds and identities
    • Advanced computer skills with mastery of Windows and Microsoft Office;
  • Language:​​​​​​
    • Fluency in both oral and written English and Filipino
    • Advantages: knowledge of local languages (Maguindanao, Hiligaynon)

REMUNERATION PACKAGE

WFP offers a competitive salary package including an approximate monthly salary of PHP51,000.00++, leave entitlements, and comprehensive medical insurance which can be extended to eligible dependents.
