Development Economics Global Institute

In the world of development financing, the WBG stands out as an organization dedicated to producing, curating, and sharing knowledge on development. Client countries often emphasize that the WBG’s value addition lies in its ability to combine financing with knowledge. While other institutions and organizations are increasingly playing significant roles in the development financing space, the WBG continues to differentiate itself through its comparative advantage in producing high-quality data and research.

The Development Economics Vice Presidency (DEC) is the Bank’s central hub for knowledge generation and the production of research and data public goods. DEC is at the global forefront in producing high-quality data and research on development. However, the vast amount of knowledge generated within DEC and across the WBG often remains underutilized, particularly in the low- and middle-income countries where it would most be of benefit. Low analytical and absorptive capacity, particularly in low-income regions, can further constrain the effective use and impact of research and data products. Thus, without a structured process for sharing its insights with the global community, the full value of DEC’s knowledge production is left largely untapped.
 
To address these issues, the World Bank is establishing the Development Economics Global Institute (hereafter DEC Global). DEC Global will maximize the impact and policy relevance of DEC research and data by partnering with WBG colleagues in operations as well as research and training institutes in the Global South to produce and deliver knowledge products to key stakeholders in client countries. DEC Global will address these shortcomings by creating tools for DEC’s engagement with its audiences and clients that will: (1) reinforce the feedback loops between research and data production on the one hand and internal and external stakeholders on the other; (2) strengthen the capacity of external clients and Bank units to use and replicate what is produced; (3) provide a platform to increase the quantity and quality of knowledge transfer and capacity development activities based on WBG data and research products.
 
DEC Global is seeking a highly qualified communications professional to serve as the outreach specialist to develop and implement the Institute’s public relations activities.

Responsibilities

Reporting to the Senior Manager of DEC Global Institute (DECGI) and working closely with the other team members, the Outreach Specialist is expected to develop, coordinate and implement DEC Global’s communications and outreach activities to generate impact of the Institute through public relations, stakeholder engagement and internal communications. Duties include, but are not limited to:

Strategy:

•Design a result-driven communications strategy for DEC Global. In consultation with DECGI’s leadership team and colleagues from the DEC External and Corporate Relations (ECR) unit, create and execute an effective communications strategy that help best position DEC Global as a new leading knowledge institute in development economics. 

•Develop and implement a robust web content strategy to launch DEC Global’s website. Once launched, the consultant is expected to frequently generate, update, and manage the web content.

•Draft and implement a social media proposal to launch DEC Global’s new social media channels. Create content and manage the channels on a day-to-day basis.  

Content development:

•Produce, or coordinate the production of, widely accessible online and print articles, blogs, briefs and other media content aimed at translating complex ideas into impactful messages for policy and non-technical audiences.

•Collaborate with multimedia professionals to produce high quality digital materials such as videos, podcasts, email campaign materials, infographics that are geared toward government agencies, international organizations, think tanks, private sector, and World Bank staff.

•Develop messaging materials with strong, appropriate narratives. These materials include blogs, speeches, data visualization features, presentation slides, FAQs, web features, press releases, factsheets and brochures. 

•Create and promote DEC Global’s newsletter. Design its layout and content while expanding subscribers.

Engagement:

•Manage and promote DEC Global’s public, stakeholder and learning events. Work closely with team members in designing the event run-down, digital posters, providing logistical support and promoting the events to either wide or targeted audiences.

•Liaise regularly with internal and external partners to cross-promote DEC Global’s knowledge products and to expand followers.

•Conduct regular reports for DECGI management based on communications metrics like web and social media analytics and event feedbacks.

•Coordinate communications and public relations activities with the DEC ECR unit and knowledge management officers within the World Bank.

 

Selection Criteria

 

•A minimum of a Master’s degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, or other related field or other relevant field.

•At least 5 years of relevant experience in communications and outreach for an international organization, non-profit organization or a government agency.

•Familiarity with the World Bank Group and its corporate communication activities and structures an advantage.

•A proven track record in developing sound communications strategies and generating result-driven communications content.

•Proven experience in writing, editing or curating impactful content for print and online media.

•Proven experience in web content management, social media and multimedia production.

•Proven experience in event management and promotion.

•Experience using the Adobe AEM and Adobe Campaign would be a strong plus.

•Experience using data visualization tools such as Flourish and Datawrapper would be a plus.

•Experience using graphics software such as Adobe Suite, Canva, Adobe Sparks or others preferred.

•Demonstrate cultural sensitivity and interpersonal skills, ability to interact with people at various professional levels and diverse backgrounds. 

•Personal and professional integrity, self-motivation and proven ability to work under minimum supervision.

•High attention to detail. 

•Strong ability to manage multiple deadlines and work under a high-pressure environment.

•Ability to work independently and as part of a team. 

•Demonstrated willingness to provide help, assistance and support to members of the team.
