Qualifications

Purpose of consultancy

To provide technical expertise and contribute to the establishment of the Health Development Partnership for Africa and the Caribbean (HeDPAC) based on the outcomes and outputs of the partnership.

Background

The Health and Development Partnership for Africa and the Caribbean (HeDPAC) is a new initiative championed by Their Excellencies the Heads of Government of Rwanda, Barbados, and Guyana to forge cross-regional partnerships between the regions of Africa and the Caribbean and to strengthen south-south collaboration and promote institutional capacity in health. It is incubated in the WHO HQ for its formative stages. HeDPAC will focus in addressing the health workforce challenges, in building resilient health systems with a particular emphasis on primary health care and promoting local manufacturing of medical products through cross-regional partnerships and south-south collaboration.

Deliverables

  • Deliverable 1: Develop stakeholder analysis and plan to engage relevant intergovernmental structures working on health development from Africa and the Caribbean.
    Expected by: monthly.
  • Deliverable 2: Develop a strategy and plan to engage cross regional and inter-regional diplomatic and political structures in HeDPAC’s vision and mission.
    Expected by: monthly.
  • Deliverable 3: Conduct stakeholder analysis and develop strategy to create a platform to exchange health research advances between the two regions.
    Expected by: April 2024.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced degree in Public Health, International relations or diplomacy, or a related field.

Experience

Essential:

  • Over 10 years of relevant experience in multilateral or bilateral coordination and leadership in health development or related field.
  • Experience in diplomacy in the context of global health.
  • Experience working at both national and international levels.

Skills/Knowledge

Essential:

  • Expertise in managing diverse diplomatic and political issues.
  • Excellent writing skills.
  • Ability to work under pressure with conflicting priorities.
  • Excellent interpersonal and communication skills.
  • Computer literacy (Word, Excel, PowerPoint etc.).

Languages required:

Essential:

  • Expert knowledge of English.

Location

Off site: Home-based

Travel

The consultant is expected to travel.

Remuneration:

Band level C-USD 10,000 – 12,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
