Qualifications

Purpose of consultancy

To contribute to  the development and implementation of the Global Health and Peace Initiative (GHPI) within the Interagency Policy for Emergencies (IPE) Unit.

Background

In May 2023, the Seventy-sixth WHA noted the fifth version of the draft GHPI Roadmap and requested the WHO Secretariat to report on progress made on strengthening the Roadmap through consultations with Member States, Observers and other stakeholders, to the Seventy-seventh WHA through the 154th session of the EB, for consideration.

Deliverables

1. Design, prepare and facilitate the GHPI Roadmap consultation process with the IPE Unit while developing the research, monitoring, evaluation and learning agenda of the GHPI in order to generate evidence, good practices and indicators on health for peace work.

Expected by: 8 January – 8 February 2024

a. Prepare briefing notes, any supporting documents and reports of discussions for EB 154 sessions on the GHPI.
b. Prepare advocacy documents and responses to Member States, Observers, UN agencies, and non-State actors regarding their inputs or concerns related to the Roadmap.

Expected by: 8 February – 8 March 2024

c. Based on the outcome and proceedings at the 76th World Health Assembly and on the outcome of the 154th Executive Board (in January 2024), deliver activities aimed at strengthening the GHPI and the roadmap, and any requested report to WHO Member States.
d. In coordination with WHO regional and country offices, prepare detailed case studies of WHO Health and Peace projects  and adapt and integrate those findings into advocacy, communication and training documents.

2. Prepare advocacy and training documents linked to the GHPI, targeting external and internal stakeholders.
Contribute to the design, implementation, and monitoring & evaluation of ‘Health and Peace’ programming through remote or in person meetings and through inputs on draft documents.

Expected by: 8 March – 8 April 2024

a. Organise and prepare documentation for any additional consultation cycle on the GHPI and the roadmap.
b. Draft any advocacy and engagement materials targeting Member States, Observers, UN agencies, and non-State actors, as well as WHO internally, regarding the GHPI and the Roadmap.
c. Draft or update capacity-strengthening as well as research and learning documents and activities.
d. Draft briefing notes and supportive documents for the 77th World Health Assembly.
e. Provide technical expertise on ‘Health and Peace’ programming to IPE, other WHO HQ Technical teams, Regional Offices, Country Offices in the design, implementation, and monitoring & evaluation of ‘Health and Peace’ programs.

3. Implement relevant workstreams of the GHPI Roadmap including evidence generation and mainstreaming of the health and peace approach, while preparing supporting and reporting documents for WHA77 discussions on the GHPI.

Expected by: 8 May – 8 June 2024

a. Conduct learning and research efforts on Health and peace in discussion with other stakeholders, including on possible indicators. This should draw on WHO pilot programming and the case studies prepared earlier in the consultancy.
b. Mainstream research findings into communication tools, briefing notes, other advocacy documents and capacity-strengthening tools.
c. Develop materials that support WHO offices to mainstream the ‘Health for Peace’ approach (this may involve advocacy materials, or evidence generation, or capacity- strengthening materials).
d. Prepare briefing notes, any supporting documents and reports of discussions for WHA77 sessions on the GHPI.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in social or political science, diplomacy, international relations and /or development studies or any related field.

Experience

Essential:

  • At least 5 years’ relevant experience to the ‘health for peace’ approach including experience in peacebuilding; conflict analysis and conflict sensitivity. integrating peace outcomes and ‘do no harm’ into the health sector or health programming.
  • Research experience in the field of peacebuilding and public health and/or humanitarian response.
  • Experience in program design and monitoring & evaluation.

Desirable:

  • Experience in fundraising for peacebuilding activities.

Skills/Knowledge:

  • Strong research and writing skills.
  • Technical expertise in peacebuilding and/or public health.
  • Sound knowledge of the UN sustaining peace agenda and/or the New Agenda for Peace and/or knowledge of the UN Peace Building Fund.
  • Proven ability to summarize technical information in a clear and concise manner and in proposal development.
  • Strong organizational skills with ability to work in a proactive and independent manner, multitask.
  • Ability to produce results under pressure.
  • Excellent interpersonal skills with political awareness, diplomacy, tack and courtesy.

Languages required:

Expert knowledge of English.

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
