1.       Area of expertise:  Drafting Tuvalu 2022 Annual Health Report 

2.       Purpose of consultancy
The Ministry of Health, Social Welfare and Gender Affairs of Tuvalu publishes annual health reports with key health statistics, outcomes and analysis to monitor the Health Reform Strategy 2016 – 2019. This contract is to support the Ministry to draft the 2022 Annual Health Report as a monitoring tool for the Strategy and to strengthen in-country capacity to develop subsequent annual health reports.

3.       Background 

The Tuvalu Health Reform Strategy 2016 – 2019 is aligned with Te Kakeega III, the National Sustainable Development Plan 2016-2020. The Health Reform Strategy addresses health issues and includes health indicators to track progress and the impact of health programmes. It also identifies the Ministry’s vision, mission, goals, guiding principles and strategic objectives that guides the Ministry in implementing their plans. Every year, the Ministry has been publishing annual health reports which evaluates health programmes and services against key health outcome and service indicators. Annual health reporting remains a key activity for the review and development of robust National Health Policies, Strategies and Plans (NHPSP), which also helps to track the progress towards universal health coverage and the Sustainable Development Goals (2015-2030). Therefore, this contract is to support the Ministry of Health, Social Welfare and Gender Affairs of Tuvalu to draft the 2022 Annual Health Report. 

4.       Deliverables 

·      Deliverable 1:
Collect necessary health data for the 2022 calendar year including
a) Key health indicators related to demographics, health outcomes and service utilization;
b) Key health system indicators for governance, human resources, health financing (esp. overseas medical treatment and associated costs), medicines and procurement, health information systems and health service accessibility and availability; and
c) Other relevant data as advised by the Ministry and WHO.
Expected by:  30 Sep 2023

·      Deliverable 2:
Collect information on achievements, bottlenecks and lessons identified during implementation of the Annual Activity Plan (against the National Health Strategy goals and objectives) in 2022 by consulting key Ministry officials and stakeholders. Expected by: 14 Oct 2023

·      Deliverable 3:
Draft the 2022 Annual Health Report in line with the National Health Strategy and synthesize key messages from the collected information, in collaboration with the Tuvalu health information officer to strengthen in-country capacity to develop the next annual health report.
Expected by: 14 Nov 2023

5.   Qualifications, experience, skills and languages

Educational Qualifications:  

Essential: Master’s in health service management, public health, or a related field;
or Doctor of Medicine and post-graduate training in the above fields.

Desirable: PhD specialized in the above fields.

Experience

Essential: At least 10 years of working experience in the public health sector, including more than five years of international work experience with Ministries of Health in above areas.

Desirable: Experience in working with countries to develop Annual Health Reports. Experience working with Pacific Island countries and areas. Knowledge of the Tuvalu healthcare system.

Skills/Knowledge:

Essential: Computer applications such as MS Office. Strong communication and coordination skills. Proven ability to synthsize information.

Languages and level required (Basic/Intermediate/Expert):

Essential:

Expert knowledge of English

6.    Location

Off site: Home-based

7.    Travel

The consultant is expected to travel to Tuvalu to engage with Ministry of Health, Social Welfare and Gender Affairs and to conduct capacity building activity.
