Key Responsibilities:

The Deputy Chief of Party (DCOP) will collaborate to ensure the successful implementation of the USAID-funded project Early Reading and Remediating activity in the Dominican Republic.  Provide technical strategic guidance, assuring quality, impact, and cost effectiveness of the project. Support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities and ensure the program is compliance with USAID and World Vision Dominican Republic regulations.

 

This Early Reading and Remediating Activity is expected to be a 3-5 year program and budget range +/-USD$10million. The solicitation is expected to be released around July/August 2023. This recruitment is subject to grant award.

 

Responsibilities and Duties:

  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate, and professional program reports that meet donor requirements to appropriate World Vision Partnership staff.
  • Contribute to grant implementation, ensuring all strategic objectives are met through proper design, staffing, implementation, and quality assurance.
  • Ensure project activities: with the CoP in project management, monitoring, preparation and timely reporting including financial and forecast reports, progress reports in relation to the annual work plan; changes to the work plan/schedule and/or contract modifications; among other
  • Validate the project budget within approved levels. Ensure that project expenditures are consistent with approved budgets, project requirements and project operations comply with local accounting, labor and tax laws.
  • Contribute technical and operational experience and know-how to the strategic management. Setting a comprehensive understanding about policy, strategy and program landscape of Early Reading Remediating Activity in the Country.
  • Prepare the project activities, according to the results and goals established in the project framework, the work schedules, and the required adjustments according to the context.
  • Support the CoP in establishing successful external relations. Coordinate with local government officials, especially education officials, local communities, donor representatives and other stakeholders as appropriate.
  • Participate   a team of senior level international and national staff with Early Reading Remediating Activity technical skills.

    Lead grant operations staff including finance, M&E, and communications.

  • Promote staff integration and a good working environment, generating and articulating the necessary actions to strengthen technical capacities to achieve the results set at the proposal.

 

Required Professional Experience and qualifications

  • University Graduate in Education, Administration, economic Sciences, or other areas for project management purposes.
  • Master’s degree, especially in projects, or focus on Education, economic sciences, administration or related areas.
  • Proven ability to manage technical assistance teams, including sub partners and country level project teams.
  • Requires knowledge of and familiarity with donors, international assistance program requirements. Preferably USAID programs, their history and their development; mastery of USAID regulations governing such programs.
  • Demonstrated leadership, effective organizational development, partnership building, management, team building, and communication skills.
  • Proven ability to coordinate with other key stakeholders.
  • Strong presentation and report writing skills.
  • Sound knowledge and experience of on Early Reading Remediating Activity program
  • Sound knowledge of strategies and techniques to manage the effective implementation of USAID funded large grants.
  • Excellent relationship building skills, including ability to engage and influence across all levels with key decision makers / executives of a variety of key external organizations.
  • Excellent communication and interpersonal skills and demonstrated ability to lead and work effectively in teams.

 

Preferred experience and knowledge

  • Experience successfully building local capacity and local systems strengthening through programming.
  • 5 years of experience in senior management of development projects, including complex project/grant management.
  • +5 years managing large education projects
  • +1 years in senior roles
  • Experience of leading large and diverse teams
  • Experience as a senior expert advisor required
  • Experience in managing grants and complex projects
  • Fluent in English and Spanish

 

Travel Requirements

 

Due to its nature and characteristics, this position implies traveling on trips to the interior and exterior of the country, occupied in the following way:

• 70% office work.

• 30% field work.
