The transport sector is undergoing momentous changes due to a variety of factors, including mega trends, such as digitalization, urbanization and climate change, as well as shocks from the COVID19 Pandemic, changing supply chain networks, and regional integration efforts in many parts of the world. These major changes and trends are disrupting traditional business models and networks and laying bare the vulnerability of the transport sector. At the same time, these changes, shocks, and trends offer the World Bank, policy makers and development partners a historic opportunity to shape the global transport agenda and steer the sector into a sustainable, resilient, safe, and inclusive mobility system.

The Transport Global Practice seeks to connect people, goods and services to jobs, schools, hospitals, local, regional, and international markets, using faster, cheaper, safer and more efficient solutions, while keeping traffic fatalities, congestion, greenhouse gas emissions, and local air pollution in check.  It responds to the needs of developing countries and transition economies for modern and reliable transport and logistics solutions. These needs are growing exponentially under the combined effect of globalization, population growth, rapid urbanization, economic development, and technological progress – making transport a cornerstone of the global development agenda.

The Global Road Safety Facility (GRSF) established since 2006 is a multi-donor fund hosted by the Global Transport Unit.  Its mission is to help governments develop road safety management capacity and scale up road safety delivery in low- and middle-income countries (LMICs). GRSF provides funding, knowledge, and technical assistance designed to scale-up the efforts of LMICs to build their scientific, technological, managerial and delivery capacities for road safety. GRSF has launched a new business plan for FY24-27 under a GRSF 2.0 which aims at catalyzing road safety investments, promoting road safety innovations and pilots and contributing to global road safety knowledge and expertise.

 

Duties and Accountabilities:

 

GRSF seeks an Extended Term Consultant (ETC) with expertise in Road Safety to lead its global work in Road Infrastructure Safety across all pillars of GRSF 2.0. He/She will also provide operational support to World Bank regions. This is a full-time position under an Extended Term Consultant contract based in Washington, D.C.  The selected candidate will work under the supervision of the Head of GRSF.

The primary duties associated with this position will include, but not limited to, the following:

• Update of the Road Safety Screening and Appraisal Tool (RSSAT)

• Update of the road safety module under the upgrade of HDM-4

• Management of the Road Safety Calculator 

• Development of a simplified rating system for infrastructure safety that is applicable to developing countries context and validate under World Bank projects 

• Development of innovative safe cross sections designs that can accommodate mix road environment with high share of vulnerable road users 

• Advise regional task teams on road infrastructure safety investments 

• Review of technical designs of roads and urban mobility projects to be financed by the World Bank across all regions

• Act as the focal point for managing traffic and road safety risks during construction by advising regional Task Teams on the implementation of the Environmental and Social Framework requirements related to Traffic Safety Risks.   

• Development of guidance on the link between safe and resilient road infrastructure and implement it in World Bank projects  

 

Selection Criteria

 

• A masters-level or higher degree in civil, transport engineering or economics or equivalent qualifications and experience relevant to road safety. 

• Minimum 8 years of professional experience in carrying out analytical work in road safety, including strong skills in data analysis and modeling

• Experience in conducting road safety inspections and audits in low- and middle-income countries

• Familiarity with infrastructure safety ratings, network assessments and safety performance functions 

• Demonstrated ability to manage and supervise activities on road safety or other public health initiatives.

• Experience and familiarity in working with governmental stakeholders, particularly the departments of transportation and public works, road agencies, urban planning, and other road safety/transport related partners

• Proven ability to lead tasks/project and to function effectively as team leader or team member of multi-disciplinary teams, mentor staff, and resolve conflicts constructively.

• Strong client and communications skills, with proven experience in providing quality policy and project advice to national and sub-national clients on road safety issues, interest in transferring knowledge.

• Track record of publications in safety/transport journals or specialized magazines would be a plus as would be a track-record of presentations at international conferences.

• Fluent in English is required and French or Spanish is preferred.
