Hiring Unit Description:

The Treasury Risk, Compliance, and Controls unit (TRERC) mission is to enable and improve operational effectiveness across all Treasury business lines, focusing on areas that require a holistic approach to managing risk and coordination of internal control functions across all TRE departments. To ensure independence, TRERC staff reports directly to the VP and Treasurer of the World Bank.

TRERC’s work program is focused on mitigating operational risk and business continuity management, fostering Investment Compliance for client and proprietary portfolios, and ensuring a robust internal control framework. The unit also implements the Access Control framework for TRE IT systems, maintains the inventory of Treasury business processes, and provides secretariat functions for the Treasury Operations Committee. TRERC staff members are located in World Bank’s offices in the Washington DC, Sofia, and Singapore.

Roles and Responsibility:

The Financial Analyst will have responsibilities within TRERC’s Access Controls (AC) and Business Continuity Management (BCM) work program. Cross training within other functional areas of TRERC will be expected, and daily responsibilities may vary based on rotations.  Their primary responsibilities will include, but are not limited to, a combination of the following activities:

1. Contribute to the development, maintenance, and optimization of TRE’s BCM, Crisis Management and IT Service Continuity work programs.
2. Support recovery efforts in cases of crises and significant disruptions, working with WBG and Treasury Crisis Management Teams to recover the time-critical processes of affected Treasury business units.
3. Collaborate with WBG Information Technology (ITS), TRE staff, and external vendors to ensure all business continuity incidents are escalated, reported, and their root cause remediated appropriately.
4. Contribute to the design of business continuity plans and recovery procedures, the execution of business continuity exercises, and review these in coordination with the business and ITS stakeholders.
5. Execute all user access requests related to Treasury applications by provisioning, modifying, or revoking access privileges to ensure proper segregation of duties and controls across Treasury functions.
6. Document business processes and workflows and develop use cases, requirements, test plans and operational procedures and plans to maintain access management processes.
7. Execute testing, including user acceptance testing, system integration testing, and regression testing for functional enhancements to the existing system access control infrastructure and integration of new applications into the access management system.
8. Act as a Business Analyst and interact with TRE and ITS stakeholders to capture business requirements and technical specifications for the development of modernized system solutions, including initiatives leveraging emerging technologies.
9. Assist with the development, revision, and implementation of Treasury’s access control policies and procedures.
10. Support other relevant aspects of the unit’s work program as required by the TRERC manager.

Selection Criteria

1. Master’s degree in Finance, Business, Risk Management, Computer Science or related fields, with at least two years of relevant experience in the financial services industry, preferably in the areas mentioned in the Roles and Responsibility section above; or a bachelor’s degree in these areas with at least five years of relevant experience.
2. Business-related certifications are a strong plus (CFA, CPA, FRM, PRM, CTP), including those from internationally recognized professional certifications in business continuity management (i.e., DRI, BCI, CBCM).
3. Excellent verbal and written communication skills in English, and the ability to communicate well across all levels with both technical and non-technical stakeholders.
4. Experience with an Identity Access Management or and RBAC Compliance tools such as SailPoint or Archer, or developing and maintaining Business Continuity or Crisis Management work programs.
5. Working experience as a Business Analyst, especially in developing Business Requirements Documents and Business Process Modeling.
6. Experience in gathering business requirements for IT projects and developing functional specifications with particular emphasis on use cases, defining test cases, and providing user training and support.
7. Knowledge and understanding of Treasury Functions (Asset Management, Capital Markets, Cash Management and Pension) and trading floor technology (Bloomberg, Reuters, Turret System, Voice Recording), process workflows, standards, and business practices.
8. Excellent interpersonal and presentation skills, including the capacity to effectively communicate and discuss complex technical issues in simple terms. Experience in delivering high quality client services within a client-focused environment is a plus.
9. A high degree of self-motivation and drive to high performance, while contributing to a culture of professionalism, inclusion, and care in a diverse workplace.
