What We Do 

GPE helps low- and lower-middle-income countries to build stronger education systems so that all children can get the education they need to thrive. We currently support nearly 90 countries where the needs are greatest and focus on reaching the children who are the most vulnerable, including girls, children with disabilities and those affected by extreme poverty or conflict.

Our unique approach works. Since 2002, 160 million more children in GPE partner countries have set foot in classrooms for the first time, more than half of them girls. GPE is also the largest provider of education grants in the global COVID-19 response, providing partner countries with vital resources to ensure that learning can safely continue.

How We Work 

Now, GPE is working to help governments transform their education systems to get the most vulnerable children in school, improve teaching and learning, and build equitable, inclusive, and resilient education systems fit for the 21st century. Between 2020-2025, GPE will support transformative change in up to 90 countries and territories, which are home to 1 billion children.

Transforming education is about creating lasting changes and achieving impact at scale. GPE sets out to deliver this transformative change by convening partners, mobilizing funds, and catalyzing reforms to help partner countries accelerate access, learning outcomes and gender equality.

Raise Your Hand

In July 2021, the Global Education Summit put GPE firmly on the path to be fully funded by 2025, by raising a record US $4 billion from donors for GPE’s Raise Your Hand campaign. At the Summit, Heads of State and Government from partner countries made historic commitments to education financing and GPE also mobilized an unprecedented number of pledges from businesses, private foundations, and development banks.

A fully funded GPE would support transformed education systems in up to 90 countries and territories, enable up to 175 million children to learn and help get 88 million more girls and boys in school by 2025. In the longer term, this investment could add $164 billion to economies in GPE partner countries, lift 18 million people out of poverty, and protect 2 million girls from early marriage.

Governance And Organizational Arrangements 

The GPE Board of Directors includes ministerial-level board members and alternates representing 20 constituencies that reflect the Partnership’s breadth. The Board Chair is HE President Jakaya Kikwete and the Board Vice Chair is Dr Susan Liautaud. The Board of Directors, with its three standing committees, provides policy and strategic oversight and approves or delegates funding decisions.

The GPE Secretariat, with 160 employees and hosted by the World Bank, is responsible for translating the policies and strategies set by the Board into practical support for partner countries, coordinating with diverse stakeholders and galvanizing global support for SDG4. The Secretariat’s headquarters are in the World Bank’s offices in Washington, D.C. and the European office is in Paris with a satellite office in Brussels.

ABOUT THE TEAM

The GPE Secretariat Operations team provides a wide range of support to the GPE Secretariat: human resources, staffing, workforce planning, administrative, work and budget planning, organization design and development, IT systems and knowledge management (KM), and others.  Its mission is to help the organization operate as effectively and efficiently as possible.

This specific position is with the GPE Knowledge Management and Information Technology sub team within the Secretariat Operations team and supports design, development, and implementation of GPE Knowledge Management projects, initiatives, and practices and custom IT solutions, specific for the GPE business practices.

ABOUT THE JOB

This position will be based initially in Chennai but may be relocated if business needs arise that make it necessary to do so.  Most of the GPE Secretariat staff and consultants are located in Washington, DC, Paris and Brussels, so most of the time the communication will be virtual using the World Bank approved communication tools.

Description

The incumbent serves on the GPE KM/IT Team to support design, development and implementation of various IT and KM projects and initiatives and to provide technical, informational, and other relevant support to the GPE Secretariat staff, consultants, external partners on IT/KM matters.

The incumbent will actively engage with all GPE Secretariat internal and external stakeholders as well as World Bank staff to both help identifying business needs, facilitate development and adoption of new KM practices and IT systems and maintaining existing GPE KM systems.

Duties And Accountabilities

Under supervision of the Senior Knowledge Management Officer, the incumbent will:

• Contribute to development, maintenance, and adoption of the GPE KM/IT policies, guides, data dictionary, taxonomy and other relevant documents.
• Contribute to developing technology solutions to address GPE business needs, typically but not limited to productivity and automation apps in the Microsoft Office 365 suite by active engagement with the respective GPE Teams.
• Serve as the tier 1 support for all GPE IT/KM helpdesk requests.  Such requests typically include, but not limited to:
o GPE-specific IT/KM policies, procedures, practices, systems
o Office 365/GPE systems access management (including but not limited to OneDrive, SharePoint Online, Teams, Power BI)
o Office 365 productivity suit and collaboration tools
o Office 365 automation solutions, such as Power Automate and Power Apps
o Microsoft Dynamics 365
o Microsoft Teams, Webex, Zoom collaboration tools
• Coordinate and follow up with the relevant stakeholders, such as the World Bank IT, vendors on requests escalated to them for further support.
• Provide regular reports on helpdesk status; highlight and escalate urgent/priority requests as necessary.
• In partnership with GPE Administrative team provide support in onboarding/offboarding of the new staff and consultants from the IT systems perspective,
• Serve as a site collection owner for the GPE Secretariat’s SharePoint Online-based Intranet site, including but not limited to:
o Maintain content by publishing regular GPE internal communication products (Friday Note, GPE News Digest, staff announcements, delegation of authority, events, anything else of interest to GPE)
o Work with GPE Teams to create and configure SharePoint Online sub-sites, document libraries, lists, pages and out-of-box and custom web-parts.
o Identify, propose and implement GPE Intranet improvements
o Manage permissions and access
o Conduct regular GPE Intranet governance tasks (review, update, create new search promoted results, monitor site metrics, etc.)
• Support development of, maintain, facilitate adoption, and provide user support for the Office 365 collaboration tools and spaces, including but not limited to OneDrive, Microsoft Teams, Yammer/Viva Engage, Forms, as well as Microsoft Power Automate Platform (Power BI and Flow) and Microsoft Dynamics 365.
• Support developing requirements definition and documentation of simple business/functional specifications, including use cases and business process diagrams, under guidance.
• Validate and obtains sign-off for business/functional requirements/specifications, under guidance.
• Support implementation of the GPE Records Management Policy
• Support the team’s learning, awareness and outreach initiatives by creating and maintaining IT/KM information resources, such as FAQs, how-to guides, reference materials for various dissemination channels, and other staff outreach and training initiatives published on GPE Intranet.
• Contribute to coordination of the GPE IT/KM projects and initiatives.

 

Selection Criteria

 

Education

• Master’s degree in an IT, knowledge management, business analysis or related domains.
• Certification in project management preferred
• Certification in change management preferred

Experience

• Master’s degree or equivalent combination of Education and experience.
• Minimum of 2 years relevant experience in such areas as knowledge management, information architecture, business analysis, planning, and implementation of KM solutions in SharePoint Online and Office 365 environment or other related fields.  Four-five years of experience is preferred.
• Good knowledge of modern knowledge/information management/architectu re concepts and hands-on experience in supporting development and adoption of KM policies and practices.
• Strong knowledge and hands-on experience of SharePoint Online on site/site collection owner/administrator level, managed metadata maintenance and search optimization.
• Strong knowledge and hands-on experience, ability to develop out-of-box solutions and customizations on Microsoft Office 365 platform, including, but not limited to OneDrive, SharePoint Online, Teams, Yammer/Viva Engage, Forms, and its integration with Microsoft Power Automate Platform (PowerBI and Flow).  Good knowledge of CISCO Webex and Zoom video conferencing platforms is preferred.
• Strong communication and interpersonal skills to effectively communicate and engage with over 200 GPE staff/consultants, top management, and other internal/external stakeholders
• Practical knowledge of project management concepts and ability to contribute to the project design, development, and implementation monitoring.
• Strong project and task management skill sand ability to work independently on specific tasks and projects.
• Experience in managing or providing helpdesk support or a similar IT/KM client service setup is preferred.
