JOB DETAIL

OBJECTIVES OF THE PROGRAMME

EPI has been identified as a key priority and therefore it is one of the public health programmes of the National Health Plan. WHO has been providing technical and financial support to strengthen immunization program management, human resources, financing, and service delivery to provide equitable service to all target population including special strategy for peri-urban, slum, migratory population, geographically and socially hard to reach and conflict areas. The main strategic areas are strengthening health system and capacity building for Routine Immunization and VPD Surveillance and Response besides enhancing the achievement of communicable disease control targets (polio eradication, Measles/Rubella Elimination and CRS control and Maternal and neonatal tetanus elimination). The overall directional goal and unifying principle is to contribute towards triple billion goals Universal Health Coverage.

DESCRIPTION OF DUTIES

Under the direct supervision of the Technical Officer (Programme Management) and general guidance of Technical Officer, Expanded Programme on Immunization, the incumbent shall provide administrative assistance to all staff of the EPI unit at national (Yangon) and sub-national levels (NPT and other WHO field offices in states/regions) in Myanmar. The incumbent shall perform the following tasks:

1. Screens requests for appointments with supervisor according to the nature of the requests and their urgency; maintains supervisor’s calendar; confirms mutually convenient schedules and arranges appointments or rearranges schedules disrupted by unexpected events; receives visitors; and places and screens telephone calls.

2. Searches, compiles and organizes background information and reference materials from various sources for reports, briefs and intranet and internet sources.

3. Create and maintain a repository of IVD information database and reference systems, e-filing of communications and reports, guidelines, SOPs, policies, etc. for easy retrieval and regular review for archival, as necessary.

4. Coordinates and supports administrative and logistics services for high-level meetings, trainings or organization-wide trainings, special projects and events; attend meetings, prepare minutes/NFR, monitor follow-up of activities; make arrangements for formal editing, translation, etc., of documents and publications.

5. Liaises with SEARO and HQ secretarial focal points and facilitates meetings, document preparations, providing meetings links, maintaining records, etc.; facilitates visit of senior officials from SEARO as well as visit of officials/delegates from country for participating in Regional and global meetings, review missions, etc. to other countries.

6. Prepare draft responses to a wide range of correspondence and other communications often requiring knowledge of technical terminologies and/or detailed office procedures. Coordinate and support the work of other EPI staff; establish priorities, achieve results and carryout quality control functions for outgoing documents.

7. Coordinate and liaise with compliance focal points in WCO and SEARO, coordinate with administration and finance unit, orientate new staff to relevant administrative procedures and practices and provide general assistance to other office support staff as required. As HR focal point for EPI unit, support recruitment of SSAs, consultants (national and International), maintenance of leave records, teleworking schedules, etc.

8. Assist in the maintenance of inventory of fixed assets in the EPI unit and field offices; acts as a focal point for PRSEAH for EPI Team; undertakes travel, when required, to support field operations.

9. In collaboration with Finance Unit, and in consultation with NPOs, prepare the necessary offline and online complete documentation for APWs, DFCs and TSAs, submit and issue contract using GSM system such as APW/DFC/TSA; prepare documentation for RFP/RFQ following appropriate procedures; follow-up the release of payments and follow up the submission of reports for completion of activities of the related programme under the NPO unit.

10. Performs other duties assigned by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education and training in administrative, secretarial and management studies.
Desirable: Administrative staff training, advanced computer training, financial field or related studies.

Experience

Essential: At least five (5) years of experience in secretarial and administrative duties.
Desirable: Experience in UN agency or International Organization.

Skills

  • Through knowledge of modern office practices and operations.
  • Proficiency in using office computer applications and information technology (IT)
  • Ability of draft routine correspondences, summary of meetings, etc.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,292 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
