What will you do in this position?

Under the supervision of the Head of the Project, the Head of Administration & Finance will play a key role during the implementation of the WFP Health Supply Chain Project for health facilities in Liberia. He/she will provide effective delivery of finance, budget, and administration support services in order to facilitate transparent and efficient utilization of financial resources for USAID’s Health Supply Chain Services at the Central Medicine Store (CMS) and Management of pharmaceutical products for 10 health programs.

How can you make a difference?

In this position, you will have to:

  • Maintain awareness of corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
  • Report on key data for financial status and outcomes of the USAID project in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
  • Monitor USAID project budget and carry out forecasting for new and ongoing activities according to established corporate procedures and requirements.
  • Assist with project closure in WINGS (WFP corporate system): review and clean-up of the current finances/expenditure and closure to ensure all the operational costs are properly recovered for medical operations.
  • Maintain the system to monitor expenditure vs budget (a system to trace costs of each operational activity) and reporting system according to the donor requirements.
  • Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.
  • Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality, and timely services to WFP/GF project staff.
  • Collate data and contribute to the preparation of accurate and timely USAID project reporting, providing USAID project management with financial, staffing, and resource usage information to enable them to make informed decisions.
  • Track and collate data to support others to improve policies, systems, and procedures to minimize financial risks, improve the efficiency and effectiveness of the project/operation, and ensure services are aligned with business objectives.
  • Contribute to the delivery of financial controls and insight into WFP/USAID project performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks.
  • Guide and supervise the admin’s team, acting as a point of referral and supporting them with more complex analyses and queries.
  • Represent the USAID project/the CO at internal meetings, external meetings, and events with other UN agencies, banks, other financial institutions, or other partners and entities as required.
  • Perform any other duties assigned by the supervisor.

Education: Advanced (BA/BSC) university degree in finance, Business Administration, Accounting, or a related field.

Knowledge, Skills & Experience Required:

  • Minimum 3 years of progressively professional experience in relevant field of work, with a background and interest in international humanitarian development.
  • Experience of managing a team with related areas of expertise.
  • Experience in WFP Logistics Service provision third parties.
  • Has experience managing financial transactions.
  • Internal controls and compliance.
  • Utilizes understanding of risks management approaches and internal control to monitor projects and programmes to confirm regulatory compliance and ensure data integrity.
  • Ability to meet deadlines and work under pressure.
  • Perform Budgeting, Reporting & Analysis.
  • Manages budget, business planning, and forecasting discussion on a program-wide level, integrating financial resource information from a portfolio of projects to analyze effectiveness and financial viability.
  • Resources Management (People, time, assets, etc.)
  • Financial Management and Accounting Principles (Monitor and advises project manager on the financial status of the USAID CMS project, tracking outcomes to ensure transparent and effective utilization of resources.
  • Supply Chain and Operations Knowledge

Language: Fluency (level C) in English language.
