Qualifications

 

1.      Purpose of consultancy

The consultant will provide continued direct and remote support to multiple ongoing and new HeRAMS implementations at country level, with a focus on countries of the WHO Regional Office for the Eastern Mediterranean (EMRO).

The consultant will contribute to other aspects of the HeRAMS initiative as required, including on the development of central services (normative package, training and communications, platform development, monitoring and evaluation), particularly ensuring that countries perspectives are well integrated.

The consultant will work as part of the WHO HeRAMS team, in close collaboration with other relevant technical department in WHO, ensuring full integration of all relevant health sector actors in the process, particularly at country level.

2.      Background  

The ongoing expansion and further strengthening of HeRAMS at country level require increased coordination and support capacity at the regional and global levels.

3.       Work to be performed

The consultant will provide a technical report at the end of each month on the below outputs:

·         Output 1:  Country implementation: support country level implementation of the HeRAMS approach at all stages, including:

o    Process initiation: agreement between the HeRAMS team (global, regional) and the country lead institution(s) regarding the implementation of HeRAMS including the start of the landscape analysis

o    Landscape analysis: assessment of the country’s context and HeRAMS suitability to that context

o    Design and planning and coordination: establishment of a coordination mechanism and development of strategic and implementation plans (incl. budgets)

o    Platform roll-out, configuration, transfer and maintenance: country specific projects are configured on the platform, project ownership and administration are transferred at the national level, platform is regularly improved and maintained

o    Process decentralization: decentralization of the process (transfer of responsibilities and training on data collation and monitoring) at the sub national level

o    Baseline collation: establishment of a first, comprehensive HeRAMS baseline. Analysis and interpretation of the results and dissemination of the baseline report (national and regional)

o    Monitoring: routine update, analysis, interpretation, verification and dissemination of data (subsequent national and regional reports) and integration of HeRAMS with other health information systems (provision of authoritative master list of health facilities)

o    Monitoring and evaluation (review and adapt): constant project monitoring and improvement

 

·         Output 2: Training:

o    Contribute to the design, adaptation and development of training material, ensuring country-level needs are well reflected

o    Deliver trainings to all stakeholders involved in the HeRAMS approach at country level, throughout the implementation cycles

o    Ensure the development of strong and sustainable local capacities and the subsequent transfer of all administration and ownership responsibilities

 

·         Output 3: Platform and Users’ Community

o    Contribute to platform development from the business side, particularly on feature selection, design and testing, ensuring country-level needs are well reflected

o    Ensure platform users are proactively engaged in the process through users’ feedback mechanisms.

 

·         Output 4: Analysis

o    Support the development of analytical products at country level (incl. Standard Baseline Reports, online dashboards and presentations) in line with globally agreed upon standards

o    Contribute to the development of analytical and reporting products standards by ensuring country-level needs are well reflected.

o    Contribute to the coordination and implementation of advanced analytical projects at country level (incl. coordination of geo-spatial models) in collaboration with other academic and technical partners.

o    Specialized analysis: analysis, interpretation and reporting in relation to specific needs and processes, including geospatial analysis of accessibility to essential health services as well as analysis and contributions to specific decision-making processes such health sector mutli-year planning or Humanitarian Response Plans.

 

·         Output 5: Normative documentation

o    Contribute to the development / revision of normative documents as required, ensuring country-level considerations are well reflected

·         Output 6: Monitoring and Evaluation

o    Contribute to the coordination of M&E activities at country level

o    Ensure stakeholders engagement and participation

o    Ensure the inclusion of M&E recommendations in subsequent planning and implementation activities

 

4.      Qualifications, experience, skills and languages

Educational Qualifications:

·         Required: Advanced (University) degree in Information Technology, Statistics, Epidemiology or Public Health from a recognized institution

 

Experience:

·         At least five (5) years of professional experience at national and international level in information management

·         Experience in humanitarian and complex settings

·         Experience working with activated health clusters or other humanitarian coordination mechanisms a plus

·         Experience in the design, implementation and operation of complex information systems, preferably in the field of public health

·         Experience in implementing the HeRAMS approach at country level a plus

·         Experience in the EMRO region countries a plus

 

Skills/Technical skills and knowledge:

·         Advanced working knowledge and skills in the design, implementation and operation of complex information systems

·         Proven ability to work in complex and highly demanding environments

·         Excellent interpersonal skills

·         Proficient knowledge of Microsoft Office applications

·         Advanced (project administration) knowledge of the HeRAMS platform a plus

Languages and level required:

Excellent knowledge of English. Working knowledge of another WHO official language, particularly Arabic and French, would be an asset.

 

5.      Location

Flexible work arrangements when the consultant is not travelling; working from home is possible.

 

6.       Planned timelines (Subject to confirmation)

Start date: 01/10/2023
End date: 31/08/2024

7.      Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
