The People and Change Group (PCG) is a strategic HR unit, helping UNOPS empower people, drive organizational excellence and manage change across the organization in order to help UNOPS deliver on its strategic intent.

The Policy and Compliance stream main responsibility is ensuring that UNOPS contractual modalities and HR policies, practices, systems, and tools remain fit for purpose. This includes constantly benchmarking against international best practices especially within the UN system. At the same time, the Policy stream supports HR operations by providing policy advice to HR advisors, HR practitioners, managers. Finally, the Policy stream provides inputs to different projects and initiatives, from the coordination of UNOPS protection against sexual exploitation and abuse efforts, and to internal or external stakeholders requiring information on HR policies, practices, systems or tools.

 

 

Summary of Functions

  1. Provide HR policy advice and improve HR policies, practices, systems and tools.
  2. Conduct HR compliance review.
  3. Support the Senior HR Manager – Policy and Compliance with coordinating UNOPS activities regarding Protection against Sexual Exploitation and Abuse.
  4. Reporting, strategic input and action plan development.
  5. HR project management and HR technical support to PCG.

1. Provide HR policy advice and improve HR policies, practices, systems and tools.

  • Under the guidance of the Senior HR Manager – Policy and Compliance, reply to questions on HR policy matters to HR Advisors, HR practitioners, and managers (such as management in PCG, IPAS HR, IPAS Admin, BSSC or other stakeholders as requested).
  • Conduct HR data analysis and visualization in coordination with the HR Analytics team for HR policy development purposes.
  • Under the guidance of the Senior HR Manager – Policy and Compliance, manage periodic HR policy updates, including timeline management, stakeholder management, content management, record-keeping and reporting. Design and implement communication strategies and actions to communicate key policy changes.
  • Keep abreast of the new practices, policies, and instructions from UN OHRM, ICSC, and other UN organizations as applicable.

2. Conduct HR compliance review and support the HR Compliance function of PCG.

  • Under the guidance of the Senior HR Manager – Policy and Compliance, conduct HR compliance review (e.g., request data from field colleagues and/or Analytics or other teams, review selection records, draft position papers on compliance of selection processes with established policies and provide recommendations to the Senior HR Manager – Policy and Compliance).
  • Support the Senior HR Manager – Policy and Compliance deputizing for him at compliance review bodies (ASB, ASP, HQ/L CPC) by representing PCG at these bodies or replying to written queries from them.

3. Support the Senior HR Manager – Policy and Compliance with coordinating UNOPS activities regarding Protection against Sexual Exploitation and Abuse (PSEA).

  • Under the guidance of the Senior HR Manager – Policy and Compliance, act as secretary of the taskforce on PSEA, developing minutes of meetings and supporting the Senior HR Manager with ensuring that meeting action points as well as corporate and regional action plans are properly implemented.
  • Under the guidance of the Senior HR Manager – Policy and Compliance, and in collaboration with the UNOPS Internal Audit and Investigations Group, develop comprehensive training materials and deliver training to managers and personnel at large on PSEA matters,
  • Support the Senior HR Manager – Policy and Compliance with reporting on UNOPS efforts regarding PSEA, by drafting reports, talking-points, speeches, and presentations.

4. Reporting, strategic input and action/project plan development/implementation

  • Analyze and consolidate trends and other relevant insights into reports concerning HR policy and operations (planned and ad hoc reports) as well as compliance – sharing findings with the Senior HR Manager – Policy & Compliance and the Director and Deputy Director PCG, and making proposals to inform corporate actions
  • Prepare, review, or provide inputs to reports for consumption by a broad range of internal and external stakeholders.
  • Support the Senior HR Manager – Policy and Compliance regarding the provision of responses to queries (in writing or during meetings) from different stakeholders, including the Joint Inspection Unit of the United Nations system, or internal and external audit groups, entities or bodies.
  • Depending on the complexity of the matter, support the Senior HR Manager – Policy and Compliance or take the lead in the development and/or implementation of action or project plans.

 

5 Reporting, strategic input and action/project plan development/implementation

  • Support PCG projects and initiatives as a project manager or providing technical inputs across a range of areas as needed and in line with PCG priorities.

Education

  • Master’s Degree or equivalent in HR, Business Administration, Public Administration, Law or related field

Experience

  • 2 years of relevant experience at the national or international level in providing HR advisory services and/or managing HR processes or operations;
  • Of which, 1 year of experience drafting complex HR documents such as policies, audit reports on HR matters, technical correspondence, speeches, communication briefs, etc.
  • Experience working within the UN system, international organizations or similar institutions is a distinct asset.
  • Familiarity with interpretation and application of UN, UNOPS, or UN Funds and Programmed HR regulations, rules and policies, is highly desirable.
  • Field experience is highly desirable.
  • Excellent communication skills, ability to influence and inspire.
  • Strong demonstrated experience conveying complex messages orally and in writing to a broad range of audiences.
  • Analytical, innovative and proactive, with advanced interviewing/information elicitation skills.
  • Solution and client oriented.

Language

  • Full working knowledge of English is required
  • Knowledge of French or Spanish is an asset

 

 

Contract type: Staff
Contract level: P2
Contract duration: One year – project funding limited to implement one year project related to the implementation of audit recommendations.
