Qualifications

Local consultant to conduct a Situation and Needs Assessment on the impact of public health emergencies like COVID-19 pandemic on the police and their dependents.

 

Background

As Eswatini continues to experience public health emergencies like COVID19 pandemic, Cholera and Civil unrest , people experience negative impact on their health, psychosocial, mental and economic well-being. The COVID 19 pandemic has revealed that the police are vulnerable to the effects of public health emergencies and other events and access to mitigation measures are limited. There are limited services for medical, psychosocial and economic support. Hence the Royal Eswatini Police Services would like to conduct a Situation Analysis and Needs Assessment (SANA) on the health systems capacity to provide services in the context of public health emergency. The findings will lead to the development of a mitigation strategy.

 

Objective

The purpose of this consultancy is to identify strengths, weaknesses, opportunities and threats on the police services and health system to provide support during emergencies. This contributes towards Universal Health Coverage and facilitates the building of resilient health systems for any future public health concerns.

 

Deliverables

The candidate must be available for a minimum of two (2) months with readiness to start immediately.

 

Task

·         Design a detailed proposal for conducting the Situation Analysis and Needs Assessment (SANA) on the health systems capacity to provide services in the context of public health emergency using qualitative and quantitative methodology.

·         Collect data to generate information in line with the objectives

·         Produce an assessment report and present to stakeholders for validation

·         Develop a strategy for strengthening health systems for provision of medical, psychosocial and economic support to the police

 

Deliverable

·         An inception report detailing the methodology, work-plan time frame and logistical requirements for the entire survey

·         A hard and Soft Copy of Survey Findings Report of the Baseline Assessment

·         Costed mitigation strategy

Educational Qualifications and Experience

·         Master’s degree in Public Health or any of the Behavioral Sciences

·         A minimum of 5 years’ experience in public health program management and production of disease impact assessments

·         A minimum of 5 years’ practical and technical experience in conducting public health research 

·         Extensive experience in statistical analysis and data management is a must

·         Experience working with United Nations or International NGOs is an advantage

 

Knowledge, Skills and Abilities (Competencies)

Knowledge and Skills

·         IT skills (Basic Excel, Word, PowerPoint)

·         Excellent command of MS-Office

·         Strong communication skills (also good in speaking the local Siswati language)

·         Experience of engagement with the government sectors at both local and high levels

·         Planning and organizing

Competencies

·         Ability to use SPSS statistical packages for quantitative analysis.

·         Ability to use qualitative reports to validate analysis.

·         The Ability work under pressure and to meet short deadlines without compromising quality of outputs

·         Ability to work with diverse teams

·         Excellent communication and collaboration skills

·         Maturity and professional ability to handle sensitive information and ability to respect the and uphold client confidentiality protocols, even after the contract ends.

·         Attention to detail

·         Commitment to WHO’s work principles and values.

 

Languages and level required

·         Excellent knowledge of English and Siswati.

 

Technical Supervision

The Consultant will report to WCO NPO Health Promotion Officer.

Location 

Eswatini, at regional level.

The location of the study is going to be in all four regions of Eswatini where the police personnel and their family members are located.

 

Travel

Travel within the region as per requirements.

 

Remuneration and budget (travel costs excluded)

Duration:  The duration of the study is going to be two (2) months (60 days).

Remuneration:

Current UN Eswatini remuneration scale to apply for the National Professional position scaled at NO-B.
