JOB TITLE: Head of Sub-unit of Humanitarian Logistics Services and Coordination, Supply Chain Unit

DURATION: 11 months with the possibility of extension

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience.

 

The position will be based in Port-au-Prince, Haiti, and reports to the Head of Supply Chain. The incumbent will supervise the sub-unit of logistics humanitarian services covering the Logistics Sector, on-demand services, and capacity strengthening. As a member of the Unit’s Management Team, under the supervision of the Head of the supply chain contribute to ensuring quality logistics services efficiently and effectively support partners by informing key decision-making processes, leading the team within the respective Unit, by assuring regular and positive internal and external coordination.

 

Responsibilities include supporting the country office team in the design, planning, implementation, and WFP’s logistics and operational capacity strengthening projects with the Haitian national system of disaster risk management, leading the Logistics Sector operation, in case of activation of the cluster, leading the logistics cluster coordination, in supporting the country office team in leveraging the added value of WFP’s on-demand services, ensuring a strong contribution to humanitarian response’s priorities and plans in Haiti, and overall contribute to strengthening WFP leadership as the largest humanitarian actor in Haiti.

 

ACCOUNTABILITIES / DUTIES / RESPONSIBILITIES

1. Logistics Sector Operations

  • Lead development of a Logistics Sector strategy, based on solid cost/benefit analysis, to address the relevant gaps and needs identified with partners and the priorities identified by the Humanitarian Country Team (i.e. through augmented coordination, information sharing, logistics services, capacity building, etcetera); and, update it regularly according to evolving needs.
  • Ensure in-country logistics challenges are identified, relevant challenges are addressed to the relevant authorities, and propositions are made to ease the implementation of special measures with local authorities to implement the Humanitarian Response Plan (HRP).
  • Ensure that Logistics Sector strategy and funding requirements are adequately reflected in overall country strategies at WFP and inter-agency level, such as the WFP Country Strategic Plan HRP respectively, as well as in Flash and/or Consolidated Appeals.
  • Supervise the needs assessment, prioritization, project planning, and implementation: together with Logistics Sector partners, lead the continuous identification and assessment of logistics capacities, gaps, and bottlenecks in the country.
  • Supervise and guide the Information Management staff to ensure high qualify IM products, proper reporting, and monitoring.
  • In the case of activation of the Logistics Cluster, play the role of the Logistics Cluster Coordinator to ensure the transition of the scale-up and activation period.

2. On-demand services/Bilateral service provisions

  • Lead the development and implementation of logistics plans for the WFP country office Haiti Supply Chain Unit and relevant processes ensuring compliance with wider logistics policies and WFP standards. This includes contributions towards the development of plans and key performance indicators for fuel supply, warehousing, sea/air transport of partner commodities, and other special projects implemented on behalf of partners in agreement with Special Service Agreements (SLAs).
  • Supervise the implementation of logistics projects or operational day-to-day activities and tight deadlines, following standard processes and contributing, directly or indirectly, to the effective service delivery to partners, including periodic review and testing of Standard Operating Procedures (SOPs) on service delivery and recommendations on service quality enhancement.
  • Identify, reassess, and prioritize key logistic bottlenecks and gaps impeding the delivery of essential assistance by the humanitarian community; recommend and guide partners on SOPs, standard forms, alternative logistic solutions, and a cost/benefit analysis for each solution.
  • Prepare funding proposals and coordinate, monitor, and evaluate the implementation of approved proposals.
  • Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve the efficiency, effectiveness, and quality of local logistics operations. Anticipate challenges due to evolving country context and recommend adjustments, where necessary to business processes.

3. Capacity Strengthening and Development

  • Oversight of the capacity strengthening projects for the Haitian Civil Protection and other key actors of the national disaster risks management system.
  • Provide technical advice to the national disaster mitigation and management structure with logistics response planning.
  • Actively contribute to regular NDMO preparedness workshops and preparedness/response simulations as required, in line with ensuring the capacity of all stakeholders.
  • Facilitate direct training of national actors in specific technical areas that may be required under special circumstances.
  • Where requested by the Head of Supply Chain, direct WFP preparedness and capacity strengthening support activities in close coordination with national stakeholders and related preparedness activities.
  • Advise, supervise, and/or monitor (as appropriate) WFP staff undertaking Logistics Capacity Assessments updates.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in international relations, political science, humanitarian action, logistics & supply chain, or a closely related field. A demonstrable equivalent combination of education and experience is also acceptable.
Experience: A minimum of eight (8) years of professional experience including working in an international context and responsibility in a planning role. Previous experience in Logistics Emergency Response, Disaster Risk Reduction (DRR), capacity building, and working with government/national actors is required. Experience with Logistics Cluster is also required.
Knowledge and Skills: • Extensive experience in managing a team of international and national staff Able to make a positive contribution in a team-based environment and to work under tight deadlines with minimal supervision, and within remote working limitations where relevant;
    • Experience in humanitarian logistics and overall supply-chain management.
    • Experience in humanitarian response planning.
    • Experience in undertaking research analysis and report writing in English and French.
    • Excellent interpersonal, communication, and facilitation skills with the ability to lead large cross-cultural group exercises.
    • Ability to comfortably communicate, build and maintain relationships with high-level officials and government counterparts.
    • Willingness to work in challenging environments/field locations, active in identifying project risks, and having a problem-solving mindset (i.e., identifying and notifying of potential/actual issues along with a proposed way to address it).

Languages: Fluency (level C) in English and French is mandatory.
