Non-Communicable Diseases. Prevention and Control. Developing strategies for NCD prevention and control. Collecting, analyzing and developing national and regional data on NCD incidence and prevalence. Implementing, monitoring and evaluating national NCD Prevention and Control programme.
The incumbent will perform the following duties:
1- Provide technical leadership and managerial support to the officein the area of Non-Communicable Diseases ensuring that the activities in this area are carried out efficiently and effectively.
2- Develop and coordinate implementation of new action plans for interventions in high-risks groups and environments and recommend measures forspecial attention.
3- Coordinate the development of national strategies and policies through authoritative policy advice and recommendations on plan of action for improvements in the existing health systems for prevention and cure of Non-Communicable Diseases.
4- Analyze and evaluate a diverse range of data and information related to Non-Communicable disease treatments; identify disease sources and provide recommendations concerning appropriate response to identified risks, and implementation of preventative measures and prepare reports.
5- Develop and support the implementation of a research agenda on NCDs including promoting operational research on cost effectiveness of community based interventions forNCDs.
6- Coordinate the development of work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.
7- Oversee the development and implementation of innovative guidelines and tools for NCD health interventions using an integrated approach and in consultation with other WHO programs and partners to assist Member States in identifying and implementing key interventions aimed at curbing the current trend and managing the burden of NCDs and to also promote the use of relevant national health policies, strategies and programs relating to management of chronic diseases by Member States.
8- Monitor and evaluate progress made in the implementation of the NCD strategic work plans in the assigned countries and publish and disseminate best practices and partners’ experiences in implementing NCD prevention and control strategies.
9- Ensure and strengthen capacity building in the area of NCD.
10- To promote and develop training programmes for all categories of health personnel, including those of district and local levels, in the domain of NCDs.
11- Act as a technical advisor to the public concerning NCD in the country(ies); respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.
12- Develop, implement and conduct a variety of community outreach activities concerning the prevention, diagnosis and treatment of NCD; prepare and deliver oral presentations; compile, prepare and distribute related informational materials.
13- Advocate with, and coordinate national counterparts, technical departments at HQ and negotiate with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to NCD and resolve issues or concerns.
14- Responsible for the review and quality assurance and relevance of contractual engagements with partners and institutions and make recommendations regarding WHO’s support.
15- Represent WHO at various meetings.
16- Perform all other related duties as assigned.
Essential: Advanced university degree(Masters level or above) in Health (medicine or public health).
Desirable: Postgraduate degree in Medicine/Public Health/Non Communicable Diseases.
Essential: At least ten years of progressively responsible professional experience in non-communicable diseases focusing on investigation, surveillance, and control, as well as developing strategies, action plans for the prevention and treatment of NCDs. Within this experience demonstrated professional experience working at the country and/or regional level providing technical advice and services to Ministry of Health/Member States and other partners on NCD related issues. Experience managing diverse teams.
Desirable:
In-depth knowledge and expertise of country situations with regard to Non-Communicable Diseases with a good understanding of relevant country’s needs, priorities and policies, along with WHO’s policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.

Desirable:
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2287 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
