Qualifications

  1. Purpose of consultancy

The purpose of the consultancy is to provide analyses and dissemination to technically support data collection and analyses of regional KPIs for COVID-19 response, Outbreak Monitoring and Evaluation, and WHE performance, as well as contribute to the analyses and dissemination of analytical reports.

  1. Background  

The mission of WHO’s Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and other health emergencies and to provide adequate relief and recovery to affected populations.

The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

Monitoring public health interventions aims to improve emergency response efficiency, effectiveness, and timeliness in the EMR. The incumbent shall support the responsible officer for data collection, analysis, communication, and use of health data from all key sources.

  1. Work to be performed

Output 1: Conduct data collection and analyses of regional KPIs for COVID-19 response and WHE performance

  • Import available response monitoring data into the online DHIS 2 platform.
  • Support the reorganization of response monitoring SharePoint.
  • Collate a list of key M&E resource documents in support of M&E network and develop Sit-rep and bulletin template
  • Support the development and dissemination of various communication products

Deliverables: 

  1. Collect 2022 retrospective response monitoring data from five FCV countries
  2. Complete data collection and review of the COVID-19 M&E framework.
  3. Develop regional and country analytical templates

Output 2:  Provide technical input in training needs assessment and operational research to support strengthening response national monitoring capacities

  • Provide a technical input in the development of M&E curriculum based on needs assessment and input of M&E network members
  • Train countries’ focal points on the data import process
  • draft briefs, commentaries, and provide a technical input in the development of publications on key response monitoring areas of work, such as humanitarian excess mortality estimation

Deliverables: 

  1. Monitor HeRAMS data management and import processes at the country level.
  2. Participate in Training course for COVID-19 M&E and emergency response monitoring developed.
  1. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in medicine, epidemiology, public health, international health, or a related field from a recognized university.
Desirable: Advanced degree/training in Epidemiology or Public health

Experience:

Experience required:

  • Two years of professional work experience at the national level in public health, epidemiology, or Information Management, either in the Public or Private sector or other relevant programs.
  • Experience with health data management work, including data collection, cleaning, analysis, and report generation.
  • Experience working in the UN or other international development organization.
  •  Desirable experience:
  • Working experience with communicable diseases and their relation to public health in general.
  • Experience with activated health clusters or other humanitarian coordination mechanisms.
  • Experience in the design and implementation of information systems in humanitarian and complex settings.

Skills/Technical skills and knowledge:

Indicate the specific technical skills needed to undertake this consultancy: for example, specific technical knowledge in the use of technical tools, knowledge of specific donors’ requirements, writing skills, etc.

Essential

  • Excellent knowledge of Microsoft Office programs
  • Excellent knowledge of statistical and data analysis software (STATA, Power-Bi)
  • Good understanding of results-based monitoring and evaluation

Others

  • Demonstrated ability to manage complex, multi-stakeholder projects, including work planning and reporting.
  • Excellent organizational and analytical skills.
  • Excellent interpersonal skills
  • Ability to summarize information from a diversity of sources in a clear and concise manner.

Languages and level required:

  • Essential: Excellent Knowledge of English and Arabic Language.
