Purpose of the Consultancy 

The World Health Organization – Office of the Representative to the Philippines as part of the Sub-National Initiative – Health Systems Strengthening is looking for a short term consultancy (STC) modality, to provide technical assistance to Department of Health (DOH) Center for Health Development (CHD)-Western Visayas Region, Aklan Provincial Health Office and different health sectors partners to further enhance health governance and health systems in the Local Government Units (LGUs) of Aklan,. The Consultant will closely collaborate with Aklan Provincial Health Office, the different LGUs (Provincial and Municipal), with the Department of Health Center for Health Development-Western Visayas Region and with the Project Management Unit (PMU) of WHO Subnational Initiative Phase 2 Project to ensure successful and timely implementation of all project activities.

Background 

In partnership with the Department of Health Central Office, and DOH Center for Health Development, Regions Caraga, Davao and Western Visayas, and with funding support from the Korea International Cooperation Agency (KOICA), the World Health Organization Philippines (WHO/PHL) is implementing the Subnational Initiative Project (SNIP), Phase 2, named ““Strengthening Health Care Provider Network (HCPN) with Enhanced Linkage to Community for RMNCAH”. The project aims to improve health systems for better maternal and child health outcomes which situate WHO/PHL in a technical advisory and catalytic role among key stakeholders and the communities. Similar to SNIP Phase 1, SNIP Phase 2 will have three key systems approaches namely: 1) Making MNH a priority for local government units (LGUs);2) Making sure MNH services can deliver; and 3) Stimulating MNH uptake in communities.  

The project is being implemented province-wide in a total of 6 provinces, 4 in Davao Region, and 1 each for Western Visayas and Caraga Regions. With the expansion of coverage of the SNI program and health systems related activities, there is a need for close and continuous coordination with the different partners and stakeholders, to align the priorities of the project with that of the goals of the Department of Health, and with the universal health care law.  

To ensure the above alignment and for a smooth project implementation, there is a need for additional staffs to assist the Health Systems Strengthening Team Lead, and the RMNCAHN Technical Officer to ensure smooth and continuous implementation of the SNI Phase 2 project. The aforementioned staff shall liaise with the Department of Health- Center for Health Development and relevant provincial and municipal health offices within the assigned project site, conducting the necessary collaborations and coordination, and timely monitoring of implementation of activities relative to the project. 

Work to be performed

The Consultant shall work under contract with the World Health Organization – Office of the Representative in the Philippines as part of the MCH Sub-National Initiative – Health Systems Strengthening Team. She/he will be under the strategic guidance and supervision of the HSS Team Leader and the Technical Officer of RMNCAHN. She/he will be assigned as a consultant for project technical coordination, supervision and monitoring for the province of Aklan and with the Center for Health development for the Western Visayas.  

Objectives: With strategic guidance and supervision from the Team Lead, Health Systems Strengthening, and Technical Officer of RMNCAHN, the consultant shall undertake the following: 

OUTPUT 1: (Planning phase) Overall coordination, supervision, and monitoring of the remaining province -level, upscaling of specific project initiative at regional level of the SNI phase 2 project activities 

Deliverable 1.1: Develop an indicative workplan on coordination, supervision, and monitoring activities for the province of Aklan 

Deliverable 1.2: Develop an indicative workplan on coordination with the CHD Western Visayas region (at the most once a month), 

Deliverable 1.3: Develop sustainability plans for the project initiatives and activities at provincial and regional levels. 

OUTPUT 2: (Implementation phase) Liaise, and collaborate with the Aklan Provincial Health Office, the Center for Health Development of Western Visayas Region, relevant local health systems partners, and key stakeholders at the provincial and municipal level for the integrated implementation and regional scale up of specific SNI Phase II activities in line with national, regional, and local health plans and priorities, and with the Philippines UHC Law. 

Deliverable 2.1: Attend and actively participate in relevant meetings at the provincial and regional levels, especially the local health board (LHB) meetings, and provide technical advice or inputs as necessary, making sure that important matters on SNIP2 is prominently showcased or discussed in the meetings. Regularly provide feedback and written reports with regards to the meeting outputs, to her/his supervisors. 

Deliverable 2.2: Provide assistance to the MCH/HSS programme associate of WHO Philippines in coordinating with local (project site) suppliers for project requirements on hotels, food, transportation, equipment to be purchased locally, and the like. 

Deliverable 2.3:  Provide  summary reports to the Technical Officer of RMNCAHN of all activities under outputs 2,3 and 4, linking to the plans developed under output 1.  These may refer to or be supplemented by the various other reports indicated in specific deliverables. 

OUTPUT 3: Regularly coordinate and maintain strong partnership with the Provincial, Regional Offices and the Local Government Units in implementing the WHO strategies and activities under the Subnational Initiative Phase II; 

Deliverable 3.1: Provide technical advice to health situation analysis, health planning at operational, sub-national and LGU levels in the project sites, and send reports to the country level SNI Team. 

Deliverable 3.2: Provide innovative ideas on how to further expand and sustain the initial gains of the project over the past 2.5 years. 

OUTPUT 4: Provide overall coordination, monitoring and regular reporting of SNI Phase II scale up or upscaling strategies for the project such as but not limited to:  

Deliverable 4.1: Closely coordinate with CHD 6 on the Regional implementation of FRESAA, MNIDRS, iHOMIS , IEC Job Aid Utilization 

Deliverable 4.2: Provide coaching to build capacity and support the DMOs roles as health advisers and the PHO as a health leader 

Deliverable 4.3: Provide updates and analysis of scale up activities, and recommendations for project initiatives’ sustainability*. 

*The Provincial Health Office should also be provided with these reports.  

OUTPUT 5: Submission of an “end of engagement technical report”, and deliver presentations on relevant coordination, supervision and monitoring engagement in Aklan and with CHD Western Visayas.  

Deliverable 5.1: Prepare and submit a comprehensive end of engagement report, at the official end of contract.  

Deliverable 5.2: Prepare a 15-minute or less, presentation on relevant coordination, collaboration, monitoring and supervision activities and important accomplishments relative to the contract or engagement with WHO.  

Deliverable 5.3: Presentation of Deliverable 5.2 to WHO Representative, Team leads, P-Staff and NPOs at the WHO Country Office (virtual or face to face)  

 Qualifications, Experience, Skills and Languages

Education and Certifications 

    –     Essential 

  • A university degree in allied medical field or public health.  

     –     Desirable

  • A degree in any health-related and/or management-related master’s programme or course, is of an advantage

Work Experience 

       –     Essential 

  • Should have at least 5 years of experience in health program and/or project coordination and management  
  • Previous experience working at the subnational level, at a wider scale (Involving not a single, but multiple health programmes, especially on planning, project supervision, monitoring and evaluation, Strategic Information, Governance and Health Systems 
  • Familiarity with the local health care delivery system in the Philippines particularly the roles and functions of National, Regional, PHO and DOH representatives in policy and planning 
  • Demonstrable experience in conducting discussions/consultations with Civil Society Organizations (CSO), non-government organizations (NGOs), government institutions/agencies, and with the local government units (LGUs) 
  • Has at least 5 years’ experience in organizing, supervising, and facilitating training, orientation, and organizational meetings.

       –     Desirable

  • Prior experience with good performance, and with established good working relations with the DOH, either at the national or subnational levels 
  • Previous experience working with WHO is of great advantage.  
  • Has knowledge and experience of work with the UN system and procedures.

Technical Skills and Knowledge: 

  • Excellent organizational, communication, writing and interpersonal skills.  
  • Has excellent coordination and negotiation skills 
  • Proficiency on basic ICT systems and Microsoft applications (kindly indicate your level of knowledge on ICT systems and applications, either a) basic knowledge, b) working knowledge c) advanced knowledge, or d) skilled, especially on the following: 
  1. ICT: online printers, computers, laptops, tablets, software tools such as Google Meet, Google Spreadsheets, etc 
  1. Microsoft: word processor (Word), the spreadsheet (Excel) and the visual presentation tool (PowerPoint.) 

Language Fluency: 

     –     Essential 

           Expert in written and spoken English  language   

     –     Desirable

           Expert in written and spoken Filipino language 

Other Requirements 

The contractor (both the institution and any individuals engaged on this work) shall have no direct or indirect involvement or interest, in any form, in arms dealing, drugs, alcohol industry, tobacco industry, milk formula/breast milk substitute industry or human trafficking.  The contractor and personnel involved in this work shall have no conflicts of interest in relation to the work being undertaken.
