Purpose of the Position

 

The purpose of this position is to implement the operations of the Country Office to ensure smooth running of the operations in administration, general budget and finance, human resources, conference services, logistics, facilities management and security.

 

 

 

Job Description

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO’s mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.

 

WHO at country level currently operates in a grade 3 emergency setting and delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavor; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

 

Under the overall supervision of the Operations Manager of the Country Office, the individual will manage and implement the operations within the office(s) in the area of work planning, monitoring budget and finance, human resources, information technology services, logistics, facilities management, security and all other operations required for the efficient and effective smooth running of the office. The Operations Officer will liaise with counterparts within the organization to ensure coordination and implementation of operations and administrative services. In addition, the Operations Officer will liaise with external vendors and other service providers to ensure efficient, accountable and smooth operations are maintained within the office.

 

 

 

Summary of Duties

 

  • Provides input to the UKR/EURO in managing and implementing the operations linked to the financial, administrative, information systems, logistics, facilities management, as well as human resources and security as needed. This input will also cover all other operations related issues.
  • Administer the budget and finance of the BOS department and ensure compliant and efficient use of financial resources within the Office in accordance with financial rules and regulations.
  • Prepares and assesses the operational budget and provides input for BOS related activities within the office and give inputs on fund utilization and ensures timely adjustments to respond to emerging needs at country level.
  • Monitor the overall allocation of financial resources for the office through the use of the GSM oracle system and other financial tools; providing financial reports, data and statistics and provides guidance on financial administration to managers and staff.
  • Prepares and monitors the implementation of work plan activities ensuring objectives and priorities are met and on track.
  • Ensures support of the administration of Human Resources activities linked to recruitment, screening of applicants, reassignment of staff, contract administration and other HR related activities.
  • Organizes the administrative functions at the office and manage the effective work of the administrative support in the offices to ensure effective administrative support.
  • Ensure smooth running of operations including procurement of goods and services, travel, communications, conference services and information technology needs of the office, and local service requirements
  • Monitor logistics/fleet related activities as required by the Operations Manager to ensure the efficient and effective running of in-country fleet activities
  • Monitor event/conference and travel related activities as required by the Operations Manager to ensure the efficient and effective running of in-country activities
  • Monitors and assess all contracting and contract administration of the office, ensuring compliance with WHO organization’s regulations, rules, procedures and guidelines
  • As and when needed provide inputs to office security on related Business Continuity processes and other areas as needed.
  • Provide operations cover for entire country office as Operations Manager’s alternate.
  • Perform all other related duties as assigned.

Education Qualificationss

 

Essential

 

First university degree in Business Administration, Management, Human Resources or related field.

 

 

 

Desirable

 

An advanced university degree (Masters level or above) in Business Administration, Management, Human Resources or related field

 

 

 

Experience

 

Essential

 

At least 5 years work experience managing operations/administration, implementing budget and finance, human resources, and logistics services.

 

At least 2 years work experience in an emergency setting, preferably within the UN system.

 

Experience managing teams.

 

Experience using Enterprise Resource Planning Oracle systems or similar packages.

 

Experience working in an international organization.

 

Desirable

 

Experience working for an international organization.

 

Experience in building and restructuring offices at the country level.

 

Use of Language Skills
