OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Office of the Assistant Director (AD) supports the PAHO Director with the fulfillment of the Organization’s mission, as well as the achievement of the PAHO Strategic Plan. The Office provides leadership, oversight and good governance for public health in the Americas, and in the other regions of the World Health Organization (WHO). The Office of the Assistant Director is comprised of six Departments and two Special Programs: Communicable Diseases, Prevention, Control and Elimination (CDE), Social and Environmental Determinants for Health Equity (DHE), Health Systems and Services (HSS), Evidence and Intelligence for Action in Health (EIH), Noncommunicable Diseases and Mental Health (NMH), Innovation, Access to Medicines and Health Technologies (IMT), and the Special Programs of Comprehensive Immunization (CIM) and Regional Revolving Funds (RRF).

DESCRIPTION OF DUTIES

Under the direct supervision of the Assistant Director (AD), and the general guidance of the Director, Planning, Budget and Evaluation (PBE), and the External Relations, Resource Mobilization and Partnerships (ERP), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support for the planning processes of the Office of the Assistant Director (AD) which includes the coordination of the development and implementation of the Entity’s Biennial Work Plan (BWP); managing procedures and tools, required planning data and information to adequately develop, assess and report on AD projects, products/services, or tasks;
  2. Support the AD in leading the coordination of the performance monitoring and assessment of the Entity’s BWP, including preparation of reports, advising on setting realistic targets and milestones, and ensuring up-to-date information to monitor progress;
  3. Support the Entity’s programmatic impact, ensuring a high level of quality, accuracy of methods used to verify progress and results;
  4. Manage the AD Office budget allocations and their programmatic implementation; monitor budget allocations of the eight entities under the AD’s responsibility, including program budget funding status of these entities, and programmatic implementation; produce reports as required;
  5. Engage in corporate efforts for operational planning, programming, budgeting and resource coordination and mobilization to enable the Entity’s oversight functions;
  6. Support the AD in the negotiation and implementation of technical cooperation projects;
  7. Support the AD in ensuring that projects managed by the AD entities are executed according to action plans and within established dates; ensure timely submission of financial and progress reports in accordance with donor agreements;
  8. Work in close coordination and interaction with the Program Management & Partnership Specialists of the Entities reporting to the AD;
  9. Participate actively in the Program Management and Partnership Specialist Network (PMN) led by PBE; and in the Resources Mobilization Network (RMN) led by ERP;
  10. Support the AD Office to review and analyze progress on the elaboration and implementation of inter-programmatic and inter[1]sectoral activities, within the context of the PMN, and the RMN;
  11. Provide programmatic support to develop and strengthen partnerships to synchronized and harmonized development initiatives within the context of the RMN;
  12. Maintain effective partnerships with stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned;
  13. Support the AD Office in the preparation and follow up of the working groups and task forces under the AD chairmanship including the terms of reference and key action points;
  14. Support the AD in the analysis of the Office’s staffing needs, particularly with respect to competencies needed to execute the program of work. Provide input in this regard to the AD for the preparation and periodic review of the Human Resources (HR) Plan;
  15. Provide leadership, guidance and monitoring of supervised staff by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts;
  16. Perform other related duties, as assigned

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor’s degree in a health or social science, business administration, management, international relations or any other field related to the functions of the post, from a recognized university.

Desirable: A master’s degree in public health, business administration or a related field would be an asset

Experience:

Essential: Seven years of combined national and international experience in the fields of health planning, project management, monitoring and evaluation, including experience in strategy formulation and strategic resource allocation.

Desirable: Experience working in the United Nations system or other international organizations would be an asset

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary: (Net of taxes)

USD $84,365.00 post adjustment

Post Adjustment: 63.5% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
