ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior Programme post.
Job holders are likely to manage a complex portfolio of activities that may include formulation and direct management or coordination of programmes at CO level or formulation of substantial parts of WFP-wide policies and provision of technical advice at RB or HQ level. As such job holders will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical abilities in an area of expertise and ability to credibly influence strategic, policy and operational discussions. Job holders usually manage a large team or excel in a specific area.

JOB PURPOSE

In a world ravaged by an ever-growing number of climate shocks, WFP has committed, as part of the REAP, to making one billion people safer from disasters by 2025. As part of this ambition, WFP has started working with partners to expand early action financing significantly, improve early warning systems, and grow capacity to act on pre-identified risks. For WFP, anticipatory action is critical for protecting people’s food security, lives, and livelihoods from the impacts of predictable climate hazards. The mindset of how we respond to predictable emergencies is changing, and WFP remains committed to innovation, to implement AA and financing at scale, to promote a sustainable anchoring of forecast-based protocols across humanitarian and development institutions, and to support partners in developing capacities to achieve this paradigm shift. In addition to such innovation, WFP is also expanding with climate risk financing instruments, such as micro and macro insurances to build climate resilience.
Middle East and North Africa is one of the critical regions where climate crisis, political instability and long-term impact of crisis is compounded with extreme climate shocks. However, there are opportunities to increase the utility of timely forecast, strengthening climate information system, last mile early warning services and risk transfer mechanisms.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Leading regional policy space on Anticipatory Action, Early Action and Climate Services to ensure WFP’s positioning and relevance to timely global and regional agenda.
2. Lead regional Climate Anticipatory Action and Insurance team and ensure capacity development at country offices in the region.
3. Provide project implementation support for regional initiatives, multi-country projects and country level interventions.
4. Develop regional workplan, develop concepts and continue to provide integrated climate risk management solutions to country office and regional technical teams.
5. Represent WFP for stronger positioning with AA and relevant climate risk financing discourse and knowledge sharing spectrum.
6. Assist in country office feasibility/scoping missions, under guidance of regional climate services/early action expert, on building capacities for identifying relevant risks, early actions, and capacities, financing and delivery related to the successful roll-out of forecast-based financing and anticipatory action.
7. Support communication and dissemination of evidence and knowledge products at the regional level, with country offices and externally, by strengthening capturing of knowledge, lessons learned and best practices and by identifying channels and platforms for dissemination of WFP reports, strategy papers and materials for increased communication and visibility.
8. Liaise with other functional sections and units to ensure effective internal collaboration when required and support regional partnerships.
9. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in political/social sciences, international development, development economics, or related fields- or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

• Minimum of 8-10 years’ professional experience required in Climate Risk and Disaster Risk Management
• Minimum of 3 years’ relevant experience in Anticipatory Action and Climate Services.
• Exposure to humanitarian and/or development fields
• Relevant experience in implementing programs related to early warning, early action, preparedness, climate services, forecast-based financing, shock-responsive social protection, climate analysis and broader disaster risk management and climate change in relation to food security
• Proven ability and experience in the development of interagency networks, partnerships, strategies, and initiatives

Knowledge & Skills

• Strong understanding about climate financing mechanisms and climate negotiations process.
• Knowledge of emergency preparedness, preparedness planning, early warning, and emergency response and humanitarian transition.
• Strong team works and coordination capacities
• Understanding of donor policies, strategies, and programmes priorities in relation to resilience, loss and damage, disaster risk reduction and climate change adaptation

Languages

Fluency in oral and written communication in English.

REPORT TO (Job title): Regional Head, Resilience Climate
DURATION & START DATE: 2 years with ASAP start date

*Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Cairo, Egypt and the selected candidate will not be expected to relocate as per WFP re-assignment practices. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
