BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 181 out of 189 countries on the Human Development Index. Mozambique is one of the most disaster prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuate a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management.

The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (CSP) 2022-2026 aims to support emergency response as well as long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique. In line with its corporate strategy, WFP Mozambique strives to meet the needs of the vulnerable populations with the most effective support, be it in-kind food, cash, vouchers or a combination of all three. WFP also aims to strengthen national disaster management and social protection systems through technical assistance initiatives benefitting different national and local institutions. In this endevour, WFP is increasingly being requested to provide specialized services to verify and register recipients of assistance and to develop and strengthen national information management systems.

KEY ACCOUNTABILITIES (not all-inclusive)

Act as the Data Protection Lead in Mozambique CO, in coordination with the Global Privacy Office (GPO), Programme Managers, Head of Units and in close collaboration with TEC Unit.
• Lead the development of data sharing agreements, in coordination with the Global Privacy Office, to ensure compliance with WFPs Personal Data Protection Policy.
• Ensure CO’s compliance with corporate IDM principles, standards and normative framework.
• Work closely with the TEC team and the Programme teams to define business requirements and identify system solutions and digital innovations in line with the programmatic needs.
• Lead the discussions with Programme teams, field offices and government counterparts to assess registration needs, advise on the most suitable approaches and systems and develop registration/verification plans.
• Ensure trusted digital beneficiary deduplication systems and clear adjudication protocols are put in place and systematically used.

• Consolidate data management across programme and operations ensuring that rigorous quality standards are maintained, and data driven decision making is supported.
• Provide technical advice and coordination support for data collection and data analysis to inform programme design and implementation.
• Develop an IDM strategy for Mozambique to identify key priorities throughout the 2022-2026 Country Strategic Plan.
• Coordinate with relevant external stakeholders and proactively engage in interagency discussions and efforts to harmonize IDM practices and approaches.
• Other tasks as needed.

STANDARD MINIMUM QUALIFICATIONS

Education:
• Master’s degree in a relevant field (international relations, management, business administration, Information Technology, humanitarian assistance, political science, or another relevant field) or relevant professional experience.
Experience:
• At least 5 years of relevant professional experience in humanitarian and/or development work with international organizations or equivalent private sector experiences.
• Experience in emergency operations, food security programming, implementation and digital programming is an asset.

Language:
• Fluency in oral and written English.
• Knowledge of either Portuguese, Spanish or Italian.

TECHNICAL SKILLS & KNOWLEDGE

• Good understanding of Project Management and its application.
• Strong analytical skills.
• Ability to conceptualize and clearly synthesize information for non-expert audience.
• Ability to work within tight timelines, under pressure, and managing multiple priorities simultaneously with minimum supervision.
• Ability to lead or facilitate consultations and coordinate the work of technical experts outside of a supervisory role.
• Proactive attitude towards partnership.
