The WB is a member of the UN Security Management System. It also maintains close working relationships with other International Financial Institutions, such as the International Monetary Fund, the African Development Bank, and the Inter-American Development Bank.

Reporting to the Managing Director and World Bank Chief Administrative Officer, the Global Corporate Solutions (GCS) Department brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services, such as travel, conferences, and multimedia.

Corporate Security (GCSSC) is a division within the World Bank’s Global Corporate Solutions Department. It is responsible for the strategic security program that empowers the WB to carry out its business worldwide.

GCSSC staff serve at both WB Headquarters in D.C. and Bank Group offices in more than 40 countries. The division’s mission is to support global operations by employing risk mitigation strategies and promoting the principle of shared responsibility for security and safety.

General
The position of Security Specialist (Physical Security Engineering Hub Coordinator) will be established in Washington, D.C. The Physical Security Engineering Hub Coordinator is part of the part of the Corporate Security’s Physical Security and Fire Life Safety Engineering team and report to, and receive support and direction from the Manager, Corporate Security (GCSS2) through the Senior Security Specialist (SSS) Physical Security Engineering based in Washington, DC.  The Hub Coordinator works in concert with Physical Security, Security Systems, and Fire Life Safety Engineers to deliver subject matter expert advice and consultation services to HQ and Field Elements of Corporate Security, Corporate Real Estate, and Information Technology Services plus associated project Contractors and Consultants. The Hub Coordinator will oversee the coordination and task management of all construction and maintenance projects that fall under the purview of the unit.  The Hub Coordinator serves as the primary coordinator for Corporate Security’s Physical Security and Fire Life Safety Engineering team. 

The Security Specialist (Physical Security Engineering Hub Coordinator) will regularly interact with other external and internal partners, such as Corporate Real Estate & Facilities, Corporate Procurement, Resource Management, Health Services Department, Non-HQ office Management, and property insurance underwriters. The incumbent will serve in a full-time capacity and be on-call for emergencies.

Roles and Responsibility:

The Physical Security Engineering Hub Coordinator works in concert with Physical Security, Security Systems, and Fire Life Safety Engineers to deliver subject matter expert advice and consultation services for WB Headquarters and non-HQ Office level with the following specific and general duties.

1. Support to the Security Engineering and Fire and Life Safety
• Oversees the coordination and task management of all construction and maintenance projects that fall under the purview of the Corporate Security’s Physical Security and Fire Life Safety Engineering team.
• Coordinate with the Engineering and Fire Life Safety Security Subject Matter Experts (SMEs) by collaborating with International and HQ-based Corporate Real Estate Managers and Project Managers, to support services to effectively manage WB facilities, and meet operational security, financial and project management goals and provide quality customer service.
• Oversees the daily/weekly reporting on the status of all construction, maintenance, and international projects (that fall under the purview of the Corporate Security Engineering and Fire Life Safety Team) to ensure that either 1) projects are on schedule, and/or 2) requested security and/or FLS information is provided in a timely manner.
• Consult with Corporate Security SMEs, Country Security Specialist, Senior Security Specialist to exclusively provide technical expertise on the design of security and life safety systems to HQ-based and/or International Corporate Real Estate.
• Attend HQ-based and International Real Estate project meetings to maintain (and document as needed) a full understanding of 1) the overall project, 2) current status of the project, 3) all project points of contact, 4) action items and/or tasks requested from Corporate Security Engineering and Fire Life Safety Team.
• Demonstrate strong written and oral communications skills; conceptualize and analyze problems, and provide solutions clearly and concisely, both verbally and in writing; operate as a self-starter, with strong initiative, follow-through, and follow up work in all areas of responsibility.
• Monitors the effectiveness of work distribution across the Hub/Spoke work distribution model while ensuring that priority is given to requests based upon defined objectives for each request and analysis of mission criticality.
• Designs and improves workflow process through effective models which provides value added inputs to becoming more efficient and responsive.  This includes the development of an archiving and tracking process that is both effective and forward leaning.
• Manage and maintain documentation such as project plans, schedules, status reports, post-project evaluations and the Corporate Security Engineering distribution email inbox. Delegate and track all incoming emails, and Corporate Security Engineering and Fire Life Safety team responses, to ensure timely responses are provided on all requests sent to the email address.
• Manages the coordination of logistics and necessary communication related to various team activities, SME Team training requirements, organizing supporting meetings, retreats, and communications with the various units to move the Corporate Security Engineering and Fire Life Safety team agenda forward in a timely manner.

2. Support to Unit Budget Monitoring
• Responsible for supporting the monthly budget reports for all tasks on the work program to provide the team(s) with accurate status updates on the portfolio and follow-up actions.
• Oversee, where relevant, appropriate procurement processes in line with WB standards and advise teams.
• Periodic travel to support regional and global projects.

 

Selection Criteria

• Education; a master’s degree with 5 years of relevant experience in in project management, Business Management, or a relevant field. A Bachelor’s degree in combination with 7 years of qualifying experience may be accepted in lieu of the master’s degree. A career level diploma (at least 3 consecutive years of training) from a recognized institution, college program, or academy may on an exceptional basis substitute for a bachelor’s degree.
• Project Management Professional Certification PMP® or equivalent preferred but not required.
• At least 5 years of experience in project management, international engineering support, budget, and procurement management.
• Strong understanding of project management principles, methodologies, and tools.
• Proven experience managing a technical support or related engineering support program on the project management spectrum.
• Proven proficiency in speaking, reading, and writing English.
• Experience in working in field environments preferred.
• Excellent communication skills (verbal and written), and ability to write concise summaries and communicate key technical information to nonexpert audiences.
• Advanced knowledge of Microsoft Office applications (Excel, Word, and Project).
• Willingness to travel to high-risk locations

Specialized Skills
• Demonstrated experience in Physical Security or Security Project Management for international corporations and/or international or diplomatic organizations.
• Analytical mind, able to analyze, collect, and aggregate information and present data effectively to internal and external clients.
• Proven experience in physical security resource management, including procurement and budgeting.
• Familiar with security risk assessment, risk mitigation programs and procedures for operations in varied threat environments
