1. Purpose of consultancy
The purpose of this consultancy is to strengthen the procurement and supply chain management system in accordance with Ministry of Health (MOH) priorities and the strategic action plan 2023-2025.
2. Background
Jordan’s preparedness and response to COVID-19 have been proven efficient, however, the existence of a reliable, effective, and efficient medical supply chain system with its robust risk management approach is essential to sustain the health system with minimal damage caused due by unprecedented emergency situations such as COVID-19.
WHO supported a comprehensive and in-depth National Medical Supply Chain Assessment (NMSCA) and National Vaccine Pricing Analysis study in 2022. The two activities revealed various deficiencies in the vaccine procurement and supply chain systems and provided sustainable and actionable recommendations for an improvement plan to strengthen the overall national supply chain system. This consultancy will be carried out to implement these recommendations in order to improve the national supply chain system.
MOH highlighted the importance to support the national medicine supply chain management system as this is one of the lessons learned from COVID-19 preparedness and response, and the need for improvement in this area to ensure easy access to pharmaceutical products. WHO will contribute to providing support in the implementation of the supply chain improvement plan.
The supply chain improvement plan is one of the main pillars of the Ministry of Health’s strategic plan (2023-2025) which is a translation of the health pillars of the Royal Economic Modernization Vision.
In this context, WHO will support MOH to implement interventions for medicine based on the evidence generated from the WHO’s comprehensive national medical supply chain assessment. The intervention will be at the central and regional levels with multiple area to enhance supply chain management.
· Revamping the current infrastructure of the warehouses and building a model change management.
· Applying WHO Good Storage and Distribution Practices (GSDPs).
· Investing in human resources capacities.
· Digitalization of the supply chain; automation of functions and investment in data visibility and connectivity.
· Strengthening the organizational design through the improvement of the legal framework, national guidelines, and organization hierarchy.
Also, WHO conducted a comprehensive and robust National Vaccine Pricing Analysis exercise; to support and guide ongoing efforts to modernize vaccine procurement by transforming transaction-based purchasing into strategic purchasing to strengthen immunization services and introduce new life-saving vaccines. WHO has supported this national consensus between the MOH, JFDA and GPD; in order to support the vaccine procurement modernization.
3. Work to be performed
Output 1: Upgrade and update the national e-procurement platform (JONEPS) to comply with the international sourcing for vaccines, to support the ongoing efforts to modernize vaccine procurement. (20 working days)
Deliverable 1.1: Develop the current Government Procurement Department (GPD) procedure, practices, and e-procurement platform “JONEPS” to conduct an open tender.
Deliverable 1.2: Provide technical support and recommendations to upgrade and update the national e-procurement platform (JONEPS English version); based on the WHO guidance and international recommendations on international sourcing.
Deliverable 1.3: Provide technical support and advice in reviewing, updating, translating, and developing the process for special conditions and SOPs for vaccine procurement with the GPD.
Deliverable 1.4: Develop training material for international sourcing, launching international bidding, procurement professional skills, and other supply chain skills; based on the updated GPD regulations, WHO guidance, and best international practices.
Deliverable 1.5: Conduct a training workshop for the GPD, MoH, and other national relative staff; on good procurement practices.
Output 2: Conducting improvement plans in the supply chain system and enhancing the MoH medicine supply chain system. (10 working days)
Deliverable 2.1: Develop the current supply chain system; depending on the evidence-based assessment and develop an improvement plan of action and on related WHO policy and guidance.
Deliverable 2.2: Develop the technical specifications for the procured items by WHO, and to be part of the technical evaluation.
Deliverable 2.3: Reviewing and providing technical support during the technical proposal of the received offers.
Deliverable 2.4: Provide technical support in developing an improvement plan based on the recommendations of the National Medical Supply Chain Assessment (NMSCA) conducted.
Output 3: Revamping the current infrastructure of the warehouses and building a model change management, in addition to applying WHO Good Storage and Distribution Practices (GSDPs) for the existing regional warehouses. (10 working days)
Deliverable 3.1: Provide technical support to set up the specifications of the new ultra-modern centralized warehouse with complete equipment.
Deliverable 3.2: Visiting the existing regional warehouses in different governorates and determining the need to conduct maintenance and revamping, and the requested equipment; to improve the storage condition and apply WHO GSPs.
Output 4: Digitalization of the supply chain; automation of functions and investment in data visibility and connectivity. (10 working days)
Deliverable 5.1: Determine and develop the major intervention and provide recommendations in order to improve the automation of functions, data visibility, and connectivity. Based on the assessment report, discussions with the senior management of the MOH and MODE;
Deliverable 5.2: Develop the currently existing software systems and hardware dealing with the inventory and pharmacy information management system, identifying gaps and challenges, and suggesting key recommendations.
Deliverable 5.3: Provide technical support and recommendations regarding the agreed intervention, parameters, and KPIs.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Master’s Degree in Pharmacy or other related medical filed, Industrial Engineering, Logistic, Supply Chain, Business Administration, Computer Science, and other related areas.

Languages and level required:
Expert knowledge of English and Arabic (speaking-writing)

7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Travel
The consultant is not expected to travel but will be providing training and oversee field work.
