SUBJECT: Solicitation for a Cooperating Country National Personal Service Contractor (CCNPSC – Local Compensation Plan)

POSITION TITLE: USAID Project Management Specialist (Ladder), FSN-09 to FSN-11

This position is established as a Project Management Specialist “ladder” position, beginning at FSN-09 and ending at FSN-11. Contract “ladder” awards are typically made at a level below the full performance level, where the selected CCNPSC demonstrates high potential to achieve the full performance grade level but cannot meet the full training and/or experience requirements of the full-performance position description at the time of award.

The USAID Project Management Specialist (Ladder) is located in the USAID/Pacific Islands Field Office in Republic of Marshall Islands (RMI). The Specialist works under the direct supervision of the USAID Country Coordinator in RMI.

BASIC FUNCTION OF THE POSITION: Full Performance Level (FSN-11)

The job holder serves as the USAID senior local staff in RMI. S/he advises and provides support to the USAID Country Coordinator in the planning, design, implementation and monitoring of programs to help achieve the following objectives in the RMI: to support the U.S. government (USG) broader foreign policy objectives in the region: to address country and regional priorities; to complement other donor efforts; to report on the recent news, developments, and perspectives from the field and advise on how the portfolio can be adjusted more effectively. The Specialist is responsible for project management, representational and outreach, coordination, program, and administrative support.

BASIC FUNCTION OF THE POSITION: Intermediate Level (FSN-10)

The job holder provides support to the USAID Country Coordinator on program planning, monitoring implementation, analyzing financial information, coordinating activities with stakeholders including USAID Pacific Islands in Fiji, USAID Philippines, the U.S. Embassy in RMI, host country government counterparts, and donor partners to ensure successful implementation of the USAID programs in RMI. S/he serves as the Activity Manager for assigned programs. The Specialist serves as a technical resource in strategic planning, program and activity design, budgeting, implementation, monitoring, and evaluation of USAID-supported programs and activities in RMI. S/he independently cultivates/maintains contacts and dialogues with grantees and contractors, U.S. Embassy, counterparts in the host governments, other donors, and private stakeholders.

BASIC FUNCTION OF THE POSITION: Entry Level (FSN-09)

The job holder serves as the point of contact and is responsible for the project management support and administrative functions for all USAID program activities in the Field Office in RMI. S/he keeps track of project information and performance measures, budgets, and financial pipeline for individual projects, prepares various reports, and develops weekly outreach bullets. S/he keeps the USAID Country Coordinator informed with the current issues and challenges encountered in the implementation of activities in RMI. Day-to-day activities include providing support to the program/project management, financial management, and administrative management; interacting with the USAID-funded contractors and grantees; coordination with other donors and Embassy colleagues; and establishing networks in the development assistance community.
