Qualifications

1.       AREA OF EXPERTISE

 

A local consultant to support the development of a national tobacco control action plan.

2.       PURPOSE OF CONSULTANCY

 

The overall objective of the consultancy is to provide technical assistance and guidance to the Ministry of Health in developing a 5-year National Tobacco Control Action Plan, in line with the Framework Convention on Tobacco Control (FCTC) 2030 Project’s strategic priorities.

3.       BACKGROUND

 

The Framework Convention on Tobacco Control (FCTC) 2030 project aims to support low- and middle-income countries (LMICs) that are Parties to the WHO FCTC and are eligible to receive official development assistance (ODA) to achieve the Sustainable Development Goals (SDGs) by advancing the implementation of the WHO FCTC. In Eswatini, the FCTC 2030 project is implemented by the Ministry of Health working in close collaboration with the WHO Country Office.

4.       DELIVERABLES

 

The consultant will:

Develop a 5-year National Tobacco Control Action Plan for Eswatini through:

 

a)       Providing an inception report of the work to be undertaken

 

b)      Conducting a 3-to-5-day residential workshop with key stakeholders for inputs

 

c)       Providing and presenting a draft report for stakeholder feedback

 

d)      Producing a final, costed, 5-year National Tobacco Control Action Plan including a resource mobilization plan

 

5.       QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES

 

Educational Qualifications

 

Essential: Master’s Degree in any of the following fields: Public Health, Health Management, or any other related Social Sciences

 

Desirable: A PhD will be an added advantage

 

Experience

 

Essential:

§  Minimum of 5 years relevant professional experience in drafting of national program plans, strategic frameworks and in preparing workplans is essential

§  Prior working experience in developing strategic plans is essential, while experience in health research is advantageous

Desirable:

§  Prior working experience in in non-communicable diseases and their risk factors prevention and control – familiarity with tobacco control will be an added advantage

§  Demonstrated experience in working with Government Ministries – the Ministry of Health will be an added advantage

§  At least 5 years’ experience in report writing for UN/ International agencies

§  Demonstrated experience working with a wide range of development partners, including multilateral and bilateral donors

Skills / Knowledge

 

Essential:

§  Demonstrating interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and present ideas clearly and effectively.

§  Excellent analytic and writing skills

§  Very good writing, presentation, documentation, and data analysis skills.

§  IT skills (Basic Excel, Word, PowerPoint)

§  Excellent command of MS-Office

Languages and level required

 

Essential: Expert knowledge of English

6.       LOCATION

 

Offsite, Eswatini.

7.       TRAVEL

 

No external travel required, travel in country expected.

 

8.       REMUNERATION

 

Scale: National Professional position scaled at NO-C

Currency: Lilangeni (SZL)

Duration: 2 months (60 days) from October 2023 to December 2023.

Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW).
