CONTEXT :
JOB CONTEXT:
Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following:
Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian
Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.
Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers. HI also delivers multi-purpose cash assistance to vulnerable conflict-affected populations, to enable them to meet their basic needs.
Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.
DESCRIPTION :
As MEAL Manager, you are responsible for the MEAL and information management (IM) teams working in your geographical area of responsibility and you are the direct line-manager of at least one MEAL Senior Officer, one IM Officer and all the MEAL and IM teams working in countries in your geographical area. You are in charge of deploying HI’s MEAL and IM standards on your programme and ensuring their application.
The overall coherency of the projects and their quality control is ensured by the MEAL department and the Technical Unit Manager

Responsibility 1: Contributes towards improving HI’s response within his/her geographical scope
Responsibility 2: Contributes towards defining and improving the quality of projects in line with HI’s global frameworks and technical standards
Responsibility 3: Contributes towards improving the quality of project management, as defined in HI’s Project Planning, Monitoring and Evaluation (PME) policy
Responsibility 4: Contributes towards the ownership of learning frameworks and methodologies by the programmes and by HI in general
Responsibility 5: Ensures the external representation and promotion of HI’s expertise in his her field.
Mission 5 : Emergency Preparedness and Response Responsibilities
Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.
PROFIL:
• You hold a Master degree in humanitarian aid and/or development and/or international project management
• You have a minimum of 4 years of experience of coordinating aid and development projects, including at least 2 years in MEAL functions
• You master planning and coordination of qualitative and quantitative surveys, dissemination of results
• You demonstrate organizational skills and rigor as well as abilities to analyze and synthesis
• You master written and oral institutional communication in English
• You are able to work under pressure and adapt yourself to a very new context

SPECIFICS :
HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Chernivtsi) and the coordination is in Kyiv. We have activities in other cities like Lviv, Vinnyitsia, Kharkiv, Poltava). HI staff is accommodated in guesthouses or in a hotel (depending on the location).

• International contract starting ideally in June
• The international contract provides social cover adapted to your situation:
o Unemployment insurance benefits for EU nationals
o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI
• Salary from 2869 € gross/month upon experience
• Perdiem: 559 € net/month
• Hardship : 500 €/month
• Paid leaves: 25 days per year;
