Background and objectives of the project.
The objectives are:
i) To review how the Executive Boards execute their governance and oversight functions in collaboration with their respective
organizations, including the role and capacity of relevant stakeholders.
ii) To identify risk, gaps, and opportunities between the current practices of the Executive Boards and relevant governance and oversight best practices from within and/or outside the United Nations system, including relevant international standards.
iii) To recommend concrete actions intended to streamline and enhance the governance process of the Executive Boards of UNDP/UNOPS/UNFPA, UNICEF and UN-Women.

Duties and Responsibilities
The JIU is seeking an individual to support the Inspectors and the assigned JIU team on the A467 project report. The Responsibilities and deliverables of the Individual Contractor are the following:
a) Research on governance arrangements of all five organizations and on the functioning of the
three boards and filing of documents in line with JIU standards.
b) Support to the preparation of surveys and interview guidelines.
c) Interaction with focal points in the five organizations as and when needed.
d) Quantitative and qualitative analysis of information received through questionnaires, surveys and interviews.
e) Minutes of selected meetings.
f) Support with logistics on meetings to be attended by the JIU inspector and/or other team members.
g) Support to the preparation of the report.
h) Support the team in the preparation for the JIU Inspector’s peer review
(collective wisdom) of the draft reporting and in incorporating their comments
i) Support the team in preparing the report annexes
j) Support the team in liaising with the UNOG editors, and processing comments received
k) Other activities needed until the delivery of the report.
Qualifications/special skills
A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of two (2) years of relevant work experience (including internships), preferably with the United Nations System, in the areas of independent oversight (audit or evaluation), programme management, social science research or related area is required.
Knowledge of JIU activities and methodology is an advantage.
Languages
Fluency in English, oral and written are required.
