The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Position Description:

CHAI’s team in Papua New Guinea is a dynamic and diverse team in addition to extended support that is available at the regional and global levels. The Accountant will oversee and control the Finance procedure for the Papua New Guinea office. They will also be responsible for ensuring compliance of daily operations with CHAI business policies, legal rules, and procedures. The position requires a high level of self-direction, coordinating internal and external teams reporting to the Papua New Guinea Country Manager.

Responsibilities

General

  • Ensure the country office complies with all CHAI policies and procedures and country specific legally mandated financial
  • Design and implement office systems, policies, and

Planning and Budgets

  • Develop country cash needs and ensure resource
  • Provide effective financial management support to the program management team and the Country Leadership Team during budgeting and re-forecasting and resource allocation
  • Grant tracking and monitoring utilization of multi-year donor
  • Support Program Managers to efficiently prepare annual operating plans/ budgets and manage, budgets against their annual work plans and quarterly re-forecasting.
  • Review and monitor country financial performance against budget, provide variance analysis/commentary on monthly
  • Prepare and maintain relevant financial reports for internal and external stakeholders and ensure all fund activities are following organization and grant

Financial Accounting, Reporting and Control

  • Implement all necessary internal accounting and control
  • Review and analyze monthly financial statements and supporting information related to country office and project
  • Review all monthly balance sheets reconciliation conducted by the Finance Coordinator for
  • Ensure accurate and timely submission of financial reports to HQ, donors, and government regulatory
  • Supervise the Finance Administrator in making sure entries in Quickbooks have followed the application of GAAP and any prevalent CHAI standards in reporting financial
  • Supervise the Finance Administrator in making sure that a proper filing system for both hard and soft copy financial documents is implemented and
  • Prepare financial reports in compliance with internal and donor reporting
  • Ensure CHAI meets all compliance with all statutory reporting requirements in the region including providing audited reginal accounts for the Papa New Guinea

Payroll Management

  • Process salary, benefits, taxes, compulsory insurance, and other
  • Conduct monthly payroll reconciliation to confirm that payroll registers reconcile with the financial entries as per General Ledger (GL)
  • Monthly checks to confirm that all remittances are submitted to the relevant tax authorities by the due dates without
  • Review salary allocation files to be submitted to HQ and flag any deviation from original

Capacity Building

  • Conduct trainings on the financial management and internal controls with program staff to create awareness of our policies in place.

Qualifications

  • First degree in Accounting, Finance, or related area
  • Minimum of 5 years working experience in finance or related filed
  • Advances Microsoft Excel skills and advanced financial analysis modelling
  • Sound commercial acumen, analytical with the ability to interpret data/statistics
  • ACCA and master’s degree in business administration or finance related qualification is an advantage
