Project Summary The USAID Okuu Keremet! (OK!) Follow-On (titled OK!!) will build on USAID’s previous programs that targeted improvements in early learning in Grades 1-4 by extending the technical focus of the work to achieve the following objective: Comprehensive, aligned high quality provision of basic education from preschool through Grade 6 that leads to improved teaching and learning outcomes for young learners. To achieve this objective, OK!! will focus on three high priority areas of emphasis of the MOES, namely: IR1: MOES supported to expand high quality public, private, and community-based early childhood education. IR2: Improved MOES capacity to implement revised curriculum and materials for primary grades (1–6) leads to improved learning outcomes. IR3: MOES capacity strengthened to develop and implement a comprehensive strategy for teacher management and professional development. Position Description RTI is seeking an Accountant, the Accountant will be responsible for assisting the Finance Officer and Sr. Finance and Operations Director in the administration and oversight of program funds in coordination with RTI and USAID guidelines within Kyrgyzstan. This position will report to the Finance Officer and will be located in Bishkek, Kyrgyzstan. Responsibilities Provide functional support for RTI’s finance and accounting function. Maintains local accounts on the QuickBooks computerized accounting system; enters and codes all transactions in QuickBooks. In coordination with human resources, processes monthly payroll to personnel. Initiates all checks and other payments to vendors. Manage and reconcile petty cash accounts. Estimates monthly cash needs and prepares the request for wire transfers from RTI headquarters. Maintains financial management files of backup documentation for all local transactions as required by USAID regulations and RTI policies, including files for subcontracts, and ensures audit trail for all necessary subcontract documentation. Maintains local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings. Identifies potential accounting discrepancies and works with the Finance Officer to effectively research, track and resolve these issues. Monitors project budget to ensure project expenditures versus milestones and reimbursements. Coordinates with necessary technical and financial team members, to compile project financial reports. Conducts other general accounting duties, as assigned. Qualifications Masters degree or Bachelors Degree and 1 year of experience in Finance or Accounting Prior experience using QuickBooks and issuing payroll. Prior experience with audit filing. Proficient skill level with computers and with Microsoft Office Suite. Strong budget, organizational, and problem-solving skills. Proficiency in English required
