Context

Under the general supervision of the National Central Accounting Officer and the direct supervision of the CAS – General Accounting Supervisor, the successful candidate will be responsible for Accounts Receivable, recording and monitoring, and other functions.

Core Functions / Responsibilities

Accounts Receivable recording and monitoring

  • Facilitate and perform revenue accrual and accounts receivable (AR) setup based on donor invoice and Projects under US Government Payment Management System (PMS-draw downs)
  • Facilitate, analyze and record received funds for projects with no issued payment request or invoice
  • To monitor and clear Downpayments from Customers
  • To follow up with Offices on the project code and/or coordinate with Project
  • ID and PIU (Project Information Unit) on a timely basis.
  • To record the 1% levy and monitor the collections as basis of setting up accounts payable for UN Trustfund on a quarterly basis.
  • Prepare UN levy reports as in line with the reporting requirement of the UNDCO.
  • Send queries to offices on project code for expected funds and send notification to MTS or TSY on a timely basis
  • To respond to queries and investigate issues raised by missions, HQ and other units relating to Revenue policies and procedures, Accounts receivable and revenue balances and Revenue entries.
  • To coordinate and follow up with Project Managers and Finance contacts on long outstanding AR and update status in the monitoring sheet.
  • To monitor the “Revenue Mailbox” for payment request / invoice issued to donors, incoming funds, and other requests from HQ and Offices worldwide.
  • To maintain a secure and organized filing system of accrual, receipt, levy and adjustment entries.
  • To employ internal controls relating to propriety of revenue, receivables and other accounts and recommend/adopt improvements as needed.

Recording of In-kind contributions

  • To analyze and record in-kind contributions of goods.
  • To respond on queries on in-kind contributions.
  • To monitor postings in in-kind WBS and coordinate adjustments on incorrect postings.

Others

  • Perform other accounting functions as may be required.
Education
  • University  degree  in  Finance,  Accounting  or  relevant  field  from  an accredited academic institution, with two (2) years of relevant professional experience preferably in the field of accounting or finance, audit experience would be an advantage; or,
  • Completed High School Degree from an accredited academic institution with four (4) years of relevant professional experience.
  • Certified Public Accountant (CPA) or equivalent is an advantage.
Experience
  • Experience in the usage of accounting systems, SAP and/or Oracle.
  • Experience in the usage of MS Office applications (Word, Excel, etc.).
  • Sound  knowledge  of  generally  accepted  accounting  principles,  internal controls and audit/review procedures.
  • Good analytical and problem-solving skills.
  • Capable of designing, reviewing and revising business processes to achieve efficiency.
Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
