Your team

Within the Directorate Central Route Charges Office and Finance, the Agency Financial Control Unit is responsible for all aspects of Accounting and Internal Control related to the Agency Accounts, Central Route Charges Office, European Civil Aviation Conference (ECAC) and SESAR Deployment Manager (SDM) accounts and is the owner of the Oracle ERP and the CF accounts in addition to the guardian of the Agency historic accounts.

Your role

Your role will be to:

  • Perform month-end and year-end close process for all business units within EUROCONTROL, including monthly/annual Asset Management closing cycle (review and analysis of depreciation, asset addition, asset disposal and asset adjustment for projects milestones and Construction in Progress (CIP) follow up).
  • Oversee the execution of accounting transactions and reconcile open accounts for all modules for all companies (AR, AP, PO, CM, FA and GL) and ensure the proper analysis and reconciliation of all sub ledgers vis-à-vis the general ledger module.
  • Monitor payroll accounting and liaise with the HRS Division.
  • Perform the control of the commitments to ensure that funds are properly encumbered and that accounts are maintained in line with accrual accounting principles in accordance with IFRS standards.
  • Develop accounting policies for the implementation of new IFRS standards and business best practices and ensure correct application within the other business departments.
  • Coordinate with relevant parties and solve any issues related to AR/AP/FA transactions and related inflows/outflows.
  • Share expertise and provide guidance to fund managers and internal stakeholders on various accounting transactions including Fixed Asset Data Management, all in line with Agency official financial regulations and policies.
  • Establish ad-hoc procedures and follow-up of the “Special Annexes” for the proper allocation of the costs and billing of the revenue in line with the provisions of the agreements and IFRS.
  • Calculate, process, reconcile and manage the follow-up of the annual call of funds from Agency Member States.
  • Contribute to the design and revision of the financial systems to ensure accuracy of data and adherence of the system to Generally Accepted Accounting Principles (GAAP) and International Accounting Standards (IAS).
  • Contribute to the development and/or support the design of a standardised Multidimensional Chart of Account, participate to tests of customisations, updates and preparation of ad hoc reports templates.
  • Contribute to internal and external audits providing the necessary information and analyses.
  • Provide onsite assistance and training to guarantee compliance and accuracy of the financial data including the safeguards of the assets.
  • Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant area, e.g. Business Administration, Accounting, Finance, Economics or of 3 years plus 1 year relevant experience.
  • Internal candidates should go to page check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Minimum 3 years’ relevant professional experience to carry out the described responsibilities.
  • A professional certification in accounting (CA, CPA, CMA, etc.) would be an advantage.
  • Experience as accountant or financial and accounting analyst in large organisations.
  • Experience in activities relating to the control and reconciliation of accounts; control of accounting records and commitments; obligation and expenditure of funds.
  • Experience in financial accounting (e.g. balance sheet, forecasting of depreciation, general ledger, profit and loss, cash flow statements, net equity).
  • Experience with ERP systems (e.g. Oracle); Fixed asset modules and all other sub ledgers (AP, AR, PO, CM).
  • Experience in the application of International Accounting Standards (IFRS or IPSAS).
  • Knowledge and experience in the use of Microsoft Office applications, in particular Excel, PowerPoint.
  • Experience in drafting analysis, financial and accounting policies, etc.
  • The following would be an asset:
      • Experience in the use of project management software.
      • Experience in assessing internal controls, including risk assessments and reviews of risk areas.
      • Experience in coordinating activities within a team.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 and acquire at least a basic knowledge of French (level A1) by the end of the probation period. Candidates with an independent level of French (level B) would have an advantage.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
