Position Overview

Pact is seeking an Accounting & Administrative Assistant responsible for performing the local accounting based on NCF-21, manage the external audit process, compliance with tax law, helping in the process of cash operations, and supporting the administrative requirements. Reporting to the Finance & Operations Manager, the Finance & Administrative Assistance will support the full cycle of local accounting and cash payments activities, ensuring compliance with USAID (United States Agency for International Development) rules and regulations and other USG guidelines. This position will support the activity of staff and partners through targeted training on accounting and operations processes.

Key Responsibilities

  • Prepare the financial statements for Pact El Salvador under the standards approved for non-profit organizations, required by the Law, which is the Financial Accounting Standard NCF-21.
  • Issuance, reception, and control of legal documents for the disbursement of funds, including invoices and any other legal document that the Law and USAID rules and regulations require as support of purchases and sales processes.
  • Receive all payment processes, processing invoices and payroll, reviewing compliance with internal policy and USAID rules and regulations to manage payments required under Pact’s purchasing policies.
  • Keep up to date the formal and substantive obligations described in the Law, to which Pact is obliged to comply in fiscal, labor and tax matters.
  • Prepare bank reconciliations regularly, maintaining a cash flow standard.
  • Prepare annual information for the local government and DIGESTYC’s requests.
  • Keep accounting records up to date with their support, both physically and digitally and maintain a physical and digital record of all financial documents and their approvals for audit purposes. The journals will be recorded in accounting software. Prepare the annexes of the reports and declarations required by law by the Ministry of Finance, to comply with fiscal requirements.
  • Support in the processing data to fill it up the ISSS and AFP pension forms or system.
  • Asset inventory control. Periodically verify the existence, useful life, and conditions of use.
  • Support operations and administrative tasks in general, like procurement internal processes if the department requests financial help with reviews, organization or be part of any commission to review the transparency of procurements process. Also help the procurement or receive any material or documentation when they are not available to do these tasks.
  • Help monitor and revision financial reports, agreements with partners, per diem and travel expenses, employee payments certifications, and others.
  • Support other tasks resulting from the monthly and year closing according to the need of the area and scope of his position.
  • All other duties as assigned.

Basic Requirements

  • Bachelor’s degree and 2+ years relevant experience or equivalent combination of education and experience.
  • Demonstrated experience of successfully working with USAID funds, in a role administering or supporting the program’s finances.

Preferred Qualifications

  • Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or in support of an award.
  • Experience in non-profit organizations finances and operations.
  • Experience in the preparation of financial statements for non-profit organizations.
  • Experience in all accounting cycles, including external audit processes for non-profit organizations.
  • Knowledge of USAID and other funder rules and regulations related to accounting.
  • Mandatory proficiency in written and spoken Spanish and functional proficiency in English.
  • Ability to problem-solve difficult issues, and to multitask with ease, adapting to frequently changing priorities.
  • Strong understanding of NCF-21 and local laws.
  • Competence using common desktop applications and internal systems.
  • Accounting and customer relationship management software experience; prior experience with Salesforce CRM and Serenic Navigator ERP platforms a significant advantage to manage accountability process.
