JOB DETAIL

Result of Service

The ultimate result of the assignment will be support to the identification of gaps and recommendations on effective approaches in relation to contributing to improving administration of justice. This will be achieved from an understanding of the situation of overcrowding and existing conditions of detention in prisons and the establishment of partnership with key national actors, including MOJ, GDP, MOH and other relevant national stakeholders for cooperation.

Duties and Responsibilities

a. Support the establishment of an effective and transparent partnership with MOJ and GDP, as well as other relevant national stakeholders that are engaged in the field of criminal justice and prison administration, while ensuring follow-up actions.
b. Provide support in preparing and maintaining monitoring plans to places of detention.
c. Contribute to assessing existing standards in prison in relation to management and conditions of detention.
d. Collect evidence-based information through interviews of inmates and prison personnel on different aspects related to prison management and conditions of detention, while identifying problems and issues to be addressed and proposing corrective actions.
e. Participate in national workshops, seminars and training courses for MOJ and GDP personnel and other relevant stakeholders, and provide guidance, as required.
f. Liaise with the Ministry of Health (MOH) on relevant policies related to conditions related to health in Correctional Centers.
g. Support the review of a sample of prisoners’ files with a view to advising on criteria and procedure to evaluate inmates who are eligible for parole.
h. Provide support to the process of review of the situation of persons who have served their full sentences but are still in prison, and make recommendations for their immediate release, as well as how to avoid such situations in the future.
i. Contribute to the drafting of notes on the pilot project activities, outcomes and objectives in line with OHCHR reporting requirements, and contribute to the preparation of other written outputs, such as briefings and presentations.
j. When necessary, provide interpretation in meetings and oral and written translations of documents and correspondences from Khmer to English and from English to Khmer.
k. Perform other work-related duties as required.

Qualifications/special skills

Advanced degree (Master or equivalence) in Law, Social Sciences or other related fields. Or First degree (Bachelor or equivalence) in Law, Social Sciences or other related fields with additional 2 years of relevant experience.
At least 2 years (if with advanced university degree) or 4 years (if with first level university degree) of professional experience in law, human rights, social sciences or related field.
• Experience in monitoring human rights violations, particularly conditions of detention.
• Experience in conducting legal analysis in conformity with international human rights standards.
• Experience in project development, coordination and implementation in relation to administration of justice policies.
• Knowledge of international human rights standards, including conditions of detention, prison management and overall administration of criminal justice.
• Experience in coordinating and delivering capacity building and technical assistance activities for state officials.

Languages

Fluent in English and Khmer (both writing and speaking)
