The Local Climate Adaptive Living Facility (LoCAL) is a mechanism to integrate climate change into local authorities’ planning and budgeting through the regular intergovernmental fiscal transfer system using performance-based grants in a participatory and gender-sensitive manner, increase awareness and capacities to respond to climate change at the local level including through ecosystem-based solutions, and increase the quality and number of local investments that address climate change. LoCAL combines performance-based climate resilience grants (PBCRGs), which ensure programming and verification of change expenditures at the local level, with technical and capacity-building support. It uses the grants and demonstration effect to trigger further flows for local climate action including global climate finance and national fiscal transfers. LoCAL also aims to support private finance for small and medium businesses and municipal finance and public-private partnerships.

LoCAL-Tunisia
LoCAL Tunisia is part of the programme called “Appui à l’action environnementale en Tunisie” aimed at improving the sustainability of the Tunisian economy and initiate its ecological transition through changing consumers and producers’ behaviours. Building on the achievements of the Clima-Med initiative, with the following objectives:
- Political and civic dialogue is effectively engaged in the fight against climate change.
- Ecological progress comes from investments at the local level.
- The private sector develops, alone or in partnership, modes of production of goods and management of services in line with the principles of the green and blue economy.
LoCAL Tunisia is foreseen to start in early 2023 for a period of 5 years. This position will be based in Tunis, Tunisia.
2. Scope of Work:
Within this programme context, UNCDF is seeking a Administrative and Coordinations Analyst to provide the overall administration, execution, and processes of varied and inter-related programmatic, operational, travel and logistical activities in large offices, ensuring high quality and accuracy of work. The Administrative and Coordinations Analyst will also support the processes and execution of financial services ensuring effective and transparent utilization of financial resources and integrity of financial services. The Admin and coordination Analyst ensures the effective delivery LoCAL project in line with UNCDF & UNDP rules and regulations and promotes a client, quality and results-oriented approach.
The Administrative and Coordinations Analyst will be embedded into the Ministry of Environment of Tunisia, and will work closely with the Head of the National Coordination Unit of Climate Change and its team (UGPO). S/He will provide Programme management support services, including financial management, procurement & operations management, administrative management and project monitoring. He/she will also play a key role in liaising the activities between the UNCDF/LoCAL team based in Tunis and the UGPO, and will assist the Programme Management Specialist in performing project management and operational duties.
1.) Ensures effective support to UNCDF and the Government of Tunisia in preparation and implementation of LoCAL Tunisia Country Programme |
- Support coordination and complementarity of all participating ministries and local governments across the country to the LoCAL Mechanism
- Support in annual planning and reporting processes; including coordination of data collection, development and analysis, interpretation and presentation in flowcharts, tables, reports, or slides, as needed for project management
- Assist the UNCDF Tunisia Programme Specialist to provide effective programme and project design, supervision, implementation, monitoring and evaluation, reporting of the LoCAL Tunisia Programme, in close collaboration with the other members of the UNCDF national team;
- Work with a variety of individuals, taking on feedback where appropriate to assist in business support delivery for government of Tunisia and UNCDF team;
- Perform other duties as required

2.) Management of Meetings, Events, Workshop and Logistical Support |
- Organize meetings, event and coordinate with all ministries for LoCAL activities according to the workplan;
- Contribute to the organization of events, meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Provide Logistical support when needed for organisation of LoCAL training, workshop including fild missions
- Support preparing meeting minutes with LoCAL board member in Tunisia, share information and coordinate their activities related to LoCAL implementation; and avoid duplication/gaps in activities;
- Provide inputs and updates to the agendas and organization of national partner meetings;

3.) Provision of support to Administrative support |
- Support operational services and activities delivered by the programme and support implementation in close collaboration with the government of Tunisia and UNCDF team
- Respond to queries and escalate where appropriate, in order to provide a timely and accurate service to clients;
- Support processing and managing routine administrative and financial tasks in various functional areas, to contribute to the effective and timely management of resources;
- Support travel arrangement for the team

4.) Knowledge Management |
- Facilitate the sharing of knowledge and information amongst government partners on LoCAL implementation
- Assist in preparing and reviewing draft reports, knowledge products (including communications strategy and dissemination), presentations and materials.
- Support in maintaining all project /initiatives documents in a shared repository.
- Consolidate and disseminate lessons learnt, best practices, assessment and evaluations.

3. Institutional Arrangement:
The Administrative and Coordinations Analyst will report to the Programme Specialsit for Tunisia, P-4, based in Tunis and in close collaboration with the LoCAL global Facility and LTF colleagues across the region. The incumbent will work in close collaboration with the operations, programme and project staff in UNCDF Regional Offices and HQ offices to exchange information and ensure excellent and consistent service delivery. The Programme Associate is accountable to the Technical Specialists of UNCDF (Tunisia).
