Org. Setting and Reporting
This position is located in the Special Services Section (FCAS/DOA/DOS) at the United Nations Secretariat. The Department of Operational Support (DOS) provides operational support to UN Secretarial entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe. The Facilities and Commercial Activities Services (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop, and the United Nations Postal Administration. The Special Services Section provides the management of catering, mail operations, and gift shop services at the UN Headquarters. The incumbent reports to the Chief of the Special Services Section.
Responsibilities
Under the direct supervision of the Section Chief, the incumbent will perform the following functions: General Administration • Prepares, processes, and follows-up on administrative arrangements and forms. • Drafts routine correspondence and broadcasts as necessary. • Maintains files of rules, regulations, administrative instructions, and other related documentation. • Maintains up-to-date work unit files (both paper and electronic). • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters (e.g. Headquarters Catering Advisory Committee) and in the field. • Manages the calendar of the Section Chief, screen phone calls and visitors; respond to moderately complex information requests and inquiries (e.g. answer requests for catering events requiring up-to-date calendar of booked special events and food deliveries, etc) and as necessary, refer inquiries to appropriate personnel for handling; • Performs other related administrative duties, as required, e.g., processes and follows up travel requests and claims, work orders; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for meetings including preparing and distributing minutes. Contract Administration • Assists in the preparation of solicitation documents such as Request for Proposal, Technical Evaluation Matrix, Technical Evaluation Reports, including all annexes/attachments. • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. • Audits the contractors’ invoices against the goods and services provided by the contractor and approved by the UN. • Processes the payment of contractors’ invoices and monitor payments. • Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys. • Coordinates necessary tasks (renovation works, repair and maintenance, IT requirements) amongst the contractors and relevant work units within the UN (e.g FMS, OICT, DSS, DGACM) Budget and Finance • Monitors status of expenditures and allotments through UMOJA, record variations, updates budget tables. • Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies. • Reviews status of relevant expenditures and compares with approved budget. • Assists in the preparation of budget performance submissions. • Prepares statistical tables and standard financial reports. • Update contract payment models, prepares invoices and SES for vendor payments in UMOJA. Human Resources Management • Processes, monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment, promotion, job classification reviews, training etc., ensuring consistency in the application of regulations and procedures. • Enters, maintains, and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. • Reviews entitlements-related claims and reports. • Liaises with central administrative services as and when necessary. • Maintains and reviews organizational staffing tables; prints and reviews Umoja reports.

Work Experience
A minimum of five years of experience in administrative services, budget, contract management, procurement or related areas is required. The minimum years of relevant experience is reduced to 3 for candidates who possess a first-level university degree or higher. Experience using the procurement module in Enterprise Resource Planning Systems (such as SAP) and Excel is required. Experience supporting budget monitoring, and performance reporting is required. Experience in contracts management and/or catering management is desirable. Experience in SAP Real Estate module is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment
