This position is located within the Office of the Chief of Staff of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic. The Administrative Assistant FS-5 will be based in Bangui and reports directly to the Chief of Staff.
Responsibilities
Within delegated authority, the Administrative Assistant will be responsible for the following duties: Human Resources Management: • Coordinates actions with respect to transactions related to the administration of the Mission Chief of Staff Section and regions’ human resources activities such as recruitment for international staff from position identification to onboarding, working closely with the recruitment unit, placement, relocation, performance appraisal, separation of staff members, training…ensuring consistency in the application of UN rules and procedures. In daily contact with the relevant sections, hiring managers and human resources offices as required. • Reviews all mission international recruitments, extension of appointment, request for early retirement, separation from service that requires the Chief of staff clearances and liaises closely with the mission SRSG front office in the same • Oversees the maintenance of vacancy announcement files and keeps track of status of various human resources activities such as appointment, retirement, expiration of contract… • Maintains records of the performance evaluation status of the Chief of staff section. Reviewing complaints that may lead to rebuttal cases by working closely with the HR Specialist Support Unit and ensuring efficiency and effectiveness of COS Human resources operations which in turn contributes to overall success of the organization. • As the trusted advisor for staff on visa matters and other relevant rules and regulations, the candidate role is the testament to the trust and responsibility associated with this position. Coordinates and orient new staff members in the section/office further underscores the respect of expertise. • Provides advice and answers queries on classification procedures and processes. • Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, privileges and entitlements under the Staff Rules and Regulations. Budget and Finance: • Proactively assists in the monitoring budget/work plan with respect to various budgets, regularly suggests reallocations of resources and implements the reallocations as necessary, demonstrating a significant influence on resources management. • Reviews, analyzes and assists in the finalization of the cost estimates and budget proposals in terms of staff and non-staff requirements for the Chief of staff Section, including monitoring of programmatic funds. • Provides expert assistance and coordination in preparing and developing the section’s office’s work plan and budget. • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. • Reviews and verifies the availability of funds for all requisitions from Chief of Staff Section and Regional Offices, ensuring that the correct expenditures object has been charged. Ensures that the allotments and exchange rates within the relevant systems are updated regularly. • Monitors extra-budgetary resources, including reviewing agreements and cost plans, to ensure compliance with the regulations, rules, and established policies and procedures. • Assists FCO colleagues in the finalization of budget performance reports from the regions, analyzing variances between approved budgets and actual expenditures.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is required.
Work Experience
At least eight (8) years of progressively responsible experience within the United Nations system or the private sector in the field of administration, finance, accounting, human resources, audit, or in other related fields is required. At least three (3) years of relevant experience at the supervisory level is required. Experience in supporting senior level management at the United Nations or a similar International Organization senior front office is required. Experience handling confidential documents is required. Direct working experience in the Central African Region is desirable Experience in international operations in a post-conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable.
