Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS)’s field office in Bor. Bor is classified in the “E” category, as a non-family duty station. The Administrative Officer reports to the Head of Field Office and, the Chief Operations and Resources Management as secondary reporting officer.

Responsibilities

Within delegated authority, the Field Administrative Officer (FAO) will be responsible for the following duties in the Field Office:
• As the senior most representative of Mission Support, acts as adviser on management matters pertaining to human resources, budgeting, financial, logistical, and general administration;

• As directed, develops, prepares, and monitors work plans, strategies and assigned programme areas for the administrative activities of the Sector and assists in securing the required human and financial resources;

• In cooperation with other offices of the Mission, plans and forecasts personnel, financial, material, and logistical requirements of the Field Office;

• Supervises the smooth functioning of Asset Management, Communications and IT, Transport, Facilities Management, Air Operations, Medical/Welfare, Supply Chain, and logistical management in the Field Office;

• Responsible for the daily management of outsourced contractor staff providing services in the areas of Generator maintenance and repair, minor engineering works, janitorial services;

• Certifies mission expenditure using delegated authority as granted and reports on administrative, logistical, and financial matters accordingly;

• Drafts guidelines, reports and correspondence on a wide range of issues and ensures adherence to relevant UN rules, regulations and policies;

• Liaises with local authorities, UN Agencies Funds and Programmes (AFPs) and/or other parties in the Field Office location on behalf of Mission Support on administrative and logistics related matters;

• Represents the Mission Support Sections/Units at regular meetings with other UN AFPs as requested at the Field Office level;

• Monitors implementation of Audit/Board of Inquiry recommendations related to the Field Office;

• Reviews audit observations submitted and drafts appropriate responses as may be required in consultation with the Chief Operations and Resource Management (CORM);

• Receives, as may be required, bids on behalf of the Procurement Unit and for submission to the Procurement Unit;

• Drafts responses to correspondence on administrative/policy documents as may be required;

• Provides advice and guidance to Field Office staff on all aspect of administrative and logistics matters, including but not limited to financial, human as well as physical resources in the Field Office;

• Undertakes and leads tasks and special projects in the Field Office such as Mission Supply Routes, facilities upgrades, welfare activities etc;

• Take lead and actively participates in efforts and measures aimed at improving welfare and wellbeing of personnel at the Field Office, including being a member of the Field Office Welfare Committee;

• Undertakes evaluation of support provided by Mission Support to the various parts of the components of the Field Office and makes appropriate recommendations;

• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, law, or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in human resources, budget, finance, logistics or general administration and field operations support is required.

Two years or more of experience in data analytics or related area is desirable.

Experience in handling complex organizational issues at the international level is desirable.

UN field mission experience is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
