Org. Setting and Reporting
This position is located in Bangui, within the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The Administrative Officer P-3 reports directly to the Chief Information and Reporting Unit (IRU) Mission Support Centre (MSC).
Responsibilities
Under the supervision of the Chief of Mission Support Centre and within delegated authority, the Administrative Officer will be responsible for the following duties:
Human Resources Management
• Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
• Defines conditions of service, duties, responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
Budget and Finance
• Ensures that financial resources are utilized to implement activities in accordance with the Budget and allotments issued.
• Monitors and reviews the work program and budget by conducting regular and special reviews to assess the progress of actual work versus the plan. Coordinates the production of relevant reports.
• Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
• Develops procedures and implements same to ensure that accounting and financial management controls are consistent with UN policy and practice.
• Provides guidance on financial administration and management information issues and practices to colleagues.
• Provides guidance and leadership to more junior staff.
General Administration
• Oversees work related to procurement and operational travel program.
• Reviews adequacy of departmental space requirements.
• Oversees the identification of office technology needs and maintenance of equipment, software, and systems, coordinating enhancements as necessary.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.
• Coordinates/supervises administrative and logistical need to support United Nations Body Evacuation (BODEVAC) when required.
Logistics Support Coordination
• Assists the Chief Information and Reporting Unit and Chief MSC in the overall coordination of logistical support to all mission clients, such as Military, Police, and Substantive components, by participating in planning, info-recording, coordinating, and delivering logistical services.
• Assists in the coordination of logistics support between clients and relevant Sections in the Service Delivery, Supply Chain Management, Operations, and Resources Management pillars.
• Liaises with MSD sections to ensure efficient and effective communication and coordination of logistics and administrative support.
• Assists in organizing and undertaking field visits to assess the needs of clients, produces comprehensive reports, and coordinates appropriate support.
• Maintains and updates the logistic records and other relevant documents.
• Prepares weekly reports/presentations on special projects or general logistics activities throughout the mission.
• Performs other related duties as required.

Education
Advanced university degree (master’s degree or equivalent) in business or public administration, finance, accounting, law, or related area is required.
A first-level university degree, in combination with two years qualifying experience, may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in human resources management, general administration, or related area and in the application of administrative policies and rules is required.
Experience in handling administrative and logistical matters in Peacekeeping operations and coordination with Military, Police, and civilian components is required.
Experience in providing administrative and operations management support in an international organization or the United Nations system is required.
Experience in leading a team in a complex operational and political environment is desirable.
Languages
English and French are the working language of the United Nations Secretariat. Fluency in English is required. Knowledge of French is desirable.
Assessment
