Org. Setting and Reporting

This Position is located in the Office of The Special Envoy of the Secretary-General for Syria (OSE-Syria), duty station Geneva, Switzerland. The incumbent will report to the Chief of Mission Support under the overall guidance of the Deputy Special Envoy and the Special Envoy.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

BUDGET AND FINANCE
-Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilised to implement activities in accordance with the Programme Budget and allotments issued.
-Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
-Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilisation of program resources.
-Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
-Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
-Provides guidance and leadership to more finance staff.

GENERAL ADMINISTRATION
-Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements;
-Coordinates all operational and logistical planning and preparation of meetings and conferences related to the Syrian peace process such as the Constitutional Committee
-Supervises a staff team and/or provide advice to others on a range of administrative issues and practices to colleagues.
-Produces major/complex reports for management.
-Performs other related duties as required, e.g.,, operational travel programme, adequacy of departmental space requirements, and technology requirements.
-Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
-Performs other related work as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.

Experience in coordinating services and security delivered by various entities for meetings convened by a Peacekeeping/ Special Political Mission is desirable.

A minimum of five years working in financial management and administration of a Peacekeeping/ Special Political Mission is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable.

Assessment
