Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Human Resources Team of the Executive Office of the Department of Safety and Security (UNDSS). The Executive Office provides administrative support necessary for the implementation of the activities of the Department. The Administrative Officer reports to the Senior Human Resources Officer. Responsibilities
Within delegated authority, the incumbent will carry out all or some of the following duties and responsibilities: HUMAN RESOURCES MANAGEMENT • Initiates and coordinates actions covering the entire span of human resource activities, e.g., administration of staff, recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures for international and national staff in the field including in complex duty stations. • Interacts regularly with clients globally on operational, administrative and HR matters. • Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements and performance management under the Staff Rules and Regulations. • Represents the Department/Unit at Departmental Panels, working groups and appointment bodies. Serves as ex-officio in or secretary to Central review bodies, prepares and presents cases to these bodies. • Reviews post incumbency reports for purposes of vacancy management and staffing table control. • Manages, guides, develops and trains staff under his/her supervision in his/her unit and under the direction of the Senior Human Resources Officer. • Prepares responses to internal and external audits, cases, management queries etc. • Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures. BUDGET AND FINANCE • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources. • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. • Coordinates the production of programme reports, responses to committees and legislative bodies. Defines requirements and ensures cost effective utilization of program resources. GENERAL ADMINISTRATION • Manages, supervises and carries out the work programme of the Unit under his/her responsibility. • Provides advise and support to managers and staff on administrative matters with emphasis on Umoja. • May lead, oversee and coordinate the preparation and implementation of work programs and projects. • Produces major/complex reports for management. • Provides expert guidance and leadership to more junior staff. • Performs other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, management, human resources or related area. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in administration, finance, human resources management or related field is required. Experience in the implementation of HR policies, procedures and practices in an international organization for headquarters and field operations is required. Experience in handling complex organizational issues and managing large staffing tables is required. Experience in using ERP system, such as Umoja, particularly in organizational management and travel management is required. Experience in providing strategic human resources advice, particularly in relation to administration of staff (international and local) in complex global settings is desirable. Experience in using e-staffing management tools, such as Inspira, within an Executive Office or an Administrative Office is desirable. Advanced use of MS-excel and other BI tools for reporting purposes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
