Org. Setting and Reporting

Responsibilities

• Initiates and implements best and effective practices in administrative functions and co-ordinates its various functions including personnel, supply, security and maintenance;

• Undertakes efficient and effective procurement processes based on the set rules and guidelines; prepares and issues bidding documents, and negotiates contracts;

• Manages personnel issues for field staff including entitlements, benefits, attendance, and leaves. Maintains manning table of respective field;

• Initiates and undertakes the early stages of recruitment process of fixed terms staff in close cooperation with UNRWA HR team as per the set allocation of functions;

• Is responsible for ensuring smooth recruitment process of contracting individual contractors and others, including need for the function, advertising the post, screening, testing, interviewing, writing recruitment report, verifying documents of selected candidates, preparing the contract and requesting creation of vendors and entering the contract on the system;

• Is responsible for monitoring and prompt processing the incentive payments to eligible MD staff based on the set policies; Ensures efficient completion of performance evaluation for all field staff; and works with programme supervisors to ensure the proper compliance with the Agency human resource policy;

• Assists, supports and mentors technical support for the administrative support team at the branch offices to achieve maximum output;

• Prepares and maintains department’s budget for the respective field in consultation with HR and Budget Officer at MD HQ. Ensures timely payment of accounts payable;

• Ensures proper implementations of set training plans for respective field, and ensures proper delivery of induction for new staff along with necessary documentations;

• Supervises and ensures maintenance and repair in the MD offices and ensures updated inventory count of MD Field assets;

• Prepares regular monthly report and other periodic reports and statistical data relating to staffing, procurement, building maintenance and repair;

• Performs other duties as may be assigned.

Education

• University degree in business administration or commerce or other related fields.

Work Experience

• Four years’ experience in administrative work related to office management, personnel, procurement and general administration. is required

• Experience in MS Office applications, including Word, Excel and PowerPoint. is required

Languages

• Very good command of spoken and written English and Arabic.

Limited Duration Contract (LDC); up to 1 – year renewable; subject to the availability of funds, satisfactory performance and continuing need.

Benefits:
Grade ML4B, Monthly Salary JD 919.100 Fils.

Equivalency:
When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
