Org. Setting and Reporting

This position is located in the Audit Response and Boards of Inquiry Section, Office of the Under-Secretary-General, Department of Operational Support. The Administrative Officer reports directly to the Chief, Board of Inquiry Unit.

In line with the Secretary-General’s management reform effective 1 January 2019, DOS will focus on operations, services, transactions and surge support to entities in weak environments. It will service and support the entire Secretariat – at Headquarters, the regional commissions and offices away from Headquarters and in the field.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

Conducts qualitative and quantitative analysis of Board of Inquiry recommendations to identify areas for action and identifies lessons learned.
Prepares and reviews UNHQ Board of Inquiry final draft reports to quality control, format compliance and the availability of all supporting material prior to submission for review by the Office of Legal Affairs.
Recommends managerial or procedural reforms as a consequence of Board of Inquiry recommendations to prevent recurrence of incidents and provides advice to Board members on the Standard Operating Procedure as well as the United Nations administrative and financial regulations and rules throughout the proceeding of the Board.
Follows up with relevant offices/departments/missions to ensure timely implementation of Board of Inquiry recommendations and acts as coordinator for UNHQ Boards of Inquiry.
Maintains a roster of personnel eligible to serve on Boards of Inquiry convened by the Under-Secretary-General for the Department of Operational Support.
Provides training to Boards of Inquiry personnel in field missions and maintains the Boards of Inquiry database.
Perform other related duties as required.

Education

Advanced University Degree (Master’s degree or equivalent) in business or public administration, finance, law, or related area. A first level university degree with a combination of relevant academic qualifications and two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance or related field is required.

At least one year of experience in a UN peacekeeping or special political Mission or similar international field operation is desirable.

Experience with the financial regulations and rules in the United Nations system or any comparable international organization is desirable.

Experience in audit and Board of Inquiry matters at the United Nations or other international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which maybe followed by competency based interview.

• This position is temporarily available until 31 December 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
