Org. Setting and Reporting

This position is located in the Administrative Section, Facilities and Commercial Activities (FCAS), Division of Administration (DOA), Department of Operational Support (DOS). The incumbent reports to the Section Chief.

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.

Responsibilities

Within delegated authority and under the overall guidance of the Chief of the Administrative Section, the Administrative Officer will be responsible for the following duties:

BUDGET AND FINANCE
• Assists in the preparation and coordination of the Proposed Programme Budget, Support Account and Cost Plans and responses to the Review Bodies;
• Monitors the implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued;
• Monitors cost recovery activities, including for office rental charges;
• Assists in the preparation and coordination of programme performance reports;
• Identifies and implements improvements with regard to budget reporting and the cost effective utilization of programme resources;
• Provides guidance on financial administration and management information issues and practices to colleagues;
• Directly supervises the work of budget, finance and contract management assistants and reviews the work of other subordinate staff as required.

GENERAL ADMINISTRATION
• Assists the Chief of Section in managing resource requirements, including undertaking administrative actions related to personnel resources and activities when needed;
• Reviews reports, documents and correspondence, drafts and formulates appropriate recommendations;
• Coordinates programmatic activities with respect to programme plans, evaluation plans, monitoring of performance indicators and other related matters;
• Coordinates responses to audit reports as required;
• Coordinates with Programme Managers and prepares responses for various insurance reports such as Global Insurance, General Liability Insurance and Umbrella/Excess Insurance etc.;
• Oversees contract management by monitoring contract status and reviewing requisitions and payments to contractors/vendors to make sure expenditures of contracts are within approved allotments and meets with the respective Sections on a needed basis;
• Performs other related work as required.

Competencies

• PROFESSIONALISM: Extensive knowledge of budgetary, financial and administrative policies and procedures, and general knowledge of human resources management. Demonstrated expertise in financial management, budgetary and performance analysis and programme planning and reporting including as it relates to Result Based Budgeting. Demonstrated expertise in related Enterprise Resource Planning (ERP) applications such as Umoja. Knowledge of International Public Sector Accounting Standards (IPSAS). Ability to apply various administrative rules and regulations in work situations. Has conceptual, analytical and evaluative skills to conduct independent research and analysis. Ability to identify issues, formulate opinions, make conclusions and recommendations. Ability to supervise, manage a team and evaluate staff performance. Shows pride in work and in
achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. • PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in budget, finance, accounting, administrative or related field is required.

Experience in programme planning and budgeting as well as in Umoja (SAP) or similar ERP systems is required.

Experience generating and interpreting Business Intelligence reports in SAP or similar system is required.

Experience in cost recovery is desirable.

Supervisory experience is desirable.

Experience in recruitment and the application of human resources policies and procedures is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified applicants may include a technical writing exercise, which may be followed by a competency-based interview.
