Org. Setting and Reporting
This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The incumbent will be based in Kinshasa and will report to the Chief of Staff through the Special Assistant.
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties: • Effectively coordinate actions related to the administration of human resource activities, e.g., recruitment, placement, performance appraisal, job classification reviews, training etc., ensuring consistency in the application of UN rules and procedures. • Define conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. BUDGET AND FINANCE • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilised to implement activities in accordance with the Programme Budget and allotments issued. • Monitor and review the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. • Define requirements and work with other units with respect to improving budget reporting systems and cost-effective utilisation of program resources • Provide guidance to implementing partners on financial accountability within programme responsibilities and on the effective use of funds. • Manage petty cash in accordance with established procedures, maintain accurate and complete petty cash records and receipts, and ensure that replenishments are done in a timely manner. • Develop procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. • Supervise and/or provides guidance on financial administration and management information issues and practices to colleagues. • Provide guidance and leadership to more junior staff. GENERAL ADMINISTRATION • Assist with the management, records and operations of OCOS and liaises with the OCOS/OSRSG pillars on work related mainly to administrative issues such as procurement, training, leadership dialogues, operational travel programme, procurement monitoring, record management and evaluation of vendor contracts/payment to vendors and implementing partners. • Organize, coordinate and oversee events, meetings, official visits and other functions for OCOS and OSRSG as necessary including through flight requests.• Review adequacy of departmental space and other requirements.• Oversee the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. • Ensure that the calendar of official visits and leaves for the office and senior leadership are up to date. • Perform other work as required.

Education
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, administrative law or a related field is required. A first-level university degree in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience in handling complex organizational issues in a conflict or post-conflict setting is desirable. Administrative experience in the United Nations in a peacekeeping operation, Special Political Mission or agency in the field is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required and demonstrated knowledge of French is desirable.
