The consultant will support the implementation of “Pode Falar” (Speak Up) initiative, which started to be implemented by ADAP Section in UNICEF Brazil to respond to a mental health crisis specially felt by adolescents and youth in 2020 since the beginning of COVID-19. Pode Falar is conceived as a virtual space for helping and welcoming adolescents and young people in mental health. It is part of a wide strategy including:
1) Capacity building of professionals on health, education, social assistance, and other areas in direct contact with adolescents;
2) A digital platform dedicated to 13-24-year-old people offering materials, testimonials and human assistance;
3) A national network of 20 public and private universities from different States of Brazil, 3 non-governmental organizations (NGOs) with expertise on childhood and adolescence and 1 municipal government program offer continuous training, supervision and support to the online human attendants, discussing cases and monitoring quality of service delivered;
4) Adolescents’ direct participation in public spaces to debate mental health public policies; and
5) Advocacy efforts to strengthen national and local intersectoral public policies on adolescents and youth mental health.
SCOPE OF WORK:
The main objective of this consultancy is to provide support and technical assistance to UNICEF team to accelerate the results of Pode Falar initiative in Brazil, taking into account the different components of this initiative.
The consultant will be responsible for proposing recommendations to strengthen the sustainability strategy of the project, for suggesting the next steps for UNICEF to contribute to the mental health ecosystem in Brazil and for advising how UNICEF can act as significant player in the area of adolescents’ mental health.
The following results are expected from this consultancy:

1. Evaluation of Pode Falar outreach strategy
1.1. Deliverables/Outputs: One report with lessons learned of previous outreach strategy based on evidence collected with partners with positive and negative aspects and recommendations to improve the platform visibility in the country.

3. Technical assistance to UNICEF team to accelerate the results of Pode Falar and to have a sustainability strategy planned

6. Advocacy strategy plan to strengthen mental health public policies delivered.
6.1. Deliverables/Outputs: An advocacy plan elaborated with recommendations for UNICEF on how to influence in the improvement of national and subnational intersectoral mental health public policies for adolescents.

7. Adolescents’ mental health observatory planned
7.1. Deliverables/Outputs: One plan of action to establish a national adolescents’ mental health observatory, including key expected results, activities, partners, budget and timeline.

9. National adolescents’ mental health event planned
9.1. Deliverables/Outputs: One plan of action for a national adolescents’ mental health event, with list of participants from the civil society, the government, the private sector, adolescent groups, a budget, guide of activities and responsibilities, expected results and logistic details (venue, air tickets, etc)

10. National adolescents’ mental health event planned
10.1. Deliverables/Outputs: A plan for the organization of the National Adolescents’ Mental Health event delivered, with the script of the event, list of guests, logistics and other details included.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
