The Executive Office (EXO) provides vision, leadership and inspiration to UNAIDS. It highlights and drives emerging issues, focuses areas of work and steers the organization – positioning it as a global leader on ending AIDS. In performing these functions, EXO facilitates communication and coordination within UNAIDS and with partners while serving as a reference and intelligence hub. EXO is responsible for maintaining effective management practices within the organization to ensure the efficiency and effectiveness of its operations.Main tasks and Responsibilities of the Position:
Reporting to the Chief of Staff (COS), the Policy Adviser is assigned the following responsibilities:
Advise the Executive Director and the Chief of Staff to strategically position the Secretariat on critical and emerging policy issues; give advice and contribute to the development of policy and strategies on EXO priority matters; and handle internal and external requests for information and action.
Support the Chief of Staff and Executive Director in their external engagements.
Draft and edit corporate documents, briefing notes for COS and EXD, presentations and other policy and strategy communication materials, bringing a fresh take on a broad range of HIV-related issues, as well as liaise with the Editorial Board and similar spaces to ensure clearance of content; Analyse and review Secretariat documents to ensure that UNAIDS corporate agenda and the UNAIDS Strategy 2016-2021 are adequately and accurately reflected and documents are relevant to UN reform.
Undertake research, analysis, and drafting to support the COS, and help position the EXD and UNAIDS in debates on global governance, global health and development architecture and strategies.
Build strong relations with key stakeholders; gather intelligence to understand their agenda; monitor trends in health and broader development issues to allow UNAIDS to anticipate emerging policy issues, identify risks, seize opportunities and take position via publications, reports and other documents.
Manage or contribute to planning and coordination of high-level events and initiatives in which the EXD plays a prominent role, including the preparation of event proposals with objectives, coordination of the development of supporting documents; liaising with relevant staff and external partners; and gathering information/political intelligence.
Assist in the preparation of workplans and budgets, and provide analysis and reports as required; provide on-site support to the Chief of Staff when needed; and where appropriate, provide supervision and guidance for other (general service) staff in Chief of Staff Office, related to the agenda and commitments.
Perform any other duties as required by the COS and EXD.
REQUIRED QUALIFICATIONS Education:
Essential:
– Advanced university degree at the Master’s level or equivalent in international health, international relations, social and/or political science, public administration/management and/or development studies.
For internal candidates, a relevant first university degree and 9 years of relevant work experience will be considered as equivalent.Competencies:

Essential:
– Seven (7) years of professional experience in research and/or an international health organization.
– Demonstrated contribution to HIV, health and/or development body of knowledge, such as the lead authorship of peer-reviewed literature or high-level authoritative reports.
– Experience in providing policy and/or strategic advice on evidence-informed HIV/health programmes.
– Experience in written and verbal communication with a range of organizations.
– Experience working with high-level representatives and senior management, as well as experience in negotiation and consultation with representatives of government and civil society.
Desirable:
– Significant experience in a political office in an international organization or institution.Languages:
Essential:
– Advanced knowledge of English, working knowledge of French.
Desirable:
– Working knowledge of another UN language.Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

77,326 US dollars at single ratePost Adjustment: 81.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
