The MOMENTUM Private Healthcare Delivery (MPHD) Project is a USAID-funded Cooperative Agreement implemented by PSI (Prime) and its consortium members. It is designed to improve maternal, newborn, child, and reproductive health outcomes, globally. MPHD is part of the wider MOMENTUM suite that encompasses a diverse portfolio of health areas, global initiatives, and country-based programs.

PSI is looking for a Monitoring Advisor to support the monitoring functions of the MOMENTUM Private Healthcare Delivery (MPHD) in Franco-phone Africa. The candidate will support the implementation of monitoring activities to strengthen the generation and use of high-quality routine data to drive performance in line with PSI and global best practices. The position will also contribute to M&E capacity building of network member staff on monitoring functions such as data quality, data use, and M&E systems development.

Your contributions

  • Monitoring:
    • Support the implementation of the MPHD’s data transformation agenda, with particular focus on strengthening the timely use of real-time, high-quality data and deeper analysis of data to better inform implementation and performance management decision making by the MPHD Core-team and network member country teams.
      Reviewing and supporting the country teams to develop and oversee implementation of fit-for-purpose monitoring plans to ensure effective implementation of monitoring activities and collection of high-quality data.
      Provide support to country teams to ensure data quality and consumer data protection standards are followed.
      Provide remote and in-country monitoring assistance to build capacity of network members to effectively manage, quality assure and use routine data.
      Work with country teams to conduct M&E assessments & develop improvement plans to strengthen M&E systems at country level. 50% of Time
  • Program Management:
    • Support country teams to develop, review, and document M&E plans
    • Support M&E activity budgeting, monitoring of project timelines, and reporting of MPHD projects progress. 15% of Time
  • Thought Leadership/Knowledge Management:
    • Support the implementation of information systems to provide relevant, timely and high-quality routine monitoring data for country teams and programs.
    • Support the thought leadership agenda by using data systems to provide data visualizations for use in internal and external briefs, webinars, and reports.
    • Support the development of knowledge products for internal and external dissemination. 15% of Time
  • Representation:
    • Represent the monitoring function for the MPHD projects internally within the PSI network.
    • Present monitoring results to donors and other external audiences. Facilitates webinars internally, may present externally. 10% of Time
  • Fundraising:
    • Contribute to new business development by drafting M&E plans for proposals.
    • Provide guidance on budgeting to ensure adequate resourcing for monitoring activities. 10% of Time

What are we looking for?

  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc).
  • At least 3 years of related work experience. Equivalent combination of related education and experience may be substituted.
  • Experience implementing M&E plans, including routine data collection, data quality assurance, and promoting data use for decision-making (preferably for public health interventions).
  • Experience using management information systems (e.g. DHIS2) and data analysis and visualization tools (e.g. PowerBI)
  • Ability to provide monitoring assistance to PSI network.
  • Ability to solve problems with creativity and analyze complex issues using in-depth evaluation of variable factors.
  • Ability to operate with limited supervision and latitude for independent judgement to achieve desired outcomes.
  • Ability to develop and maintain relationships with internal and external colleagues. Able to work as a member of a team and independently.
  • Ability to lead development of the M&E approach for proposals and identify potential new business opportunities.
  • Proficiency in Microsoft 365.
  • Exceptional interpersonal and communication skills, both verbal and written. Ability to interpret data and explain findings to non-technical audiences
  • Fluency in French.
  • Proficiency in English preferred.
  • Cultural humility and respect.
