Duties and Responsibilities

The Arab region has been deeply affected by protracted conflict, the repercussions of which continue to reverberate through the years and across generations. Forced displacement and reliance on humanitarian aid persist at alarming levels, despite a reduction in violence since its peak in 2014. The scale of conflict-induced vulnerability is immense, with over 70 million people requiring some form of humanitarian assistance. Current and emerging challenges have proven complex, damaging the region’s rich socioeconomic landscape, which is facing various future risks including the far-reaching implications of mega trends like climate change.

Conflict has far-reaching implications, even more so in protracted contexts, hindering progress towards the achievement of the Sustainable Development Goals (SDGs). In fragile and conflict-affected countries, achieving the SDGs requires a comprehensive and integrated human security approach, which takes into account national priorities and systems.
It is essential to recognize that humanitarian, development and peace initiatives do not take place in chronological order: they are interconnected and interdependent, requiring coordinated efforts to address complex challenges. The convergence of these diverse pillars necessitates effective coordination and synergy among a wide range of stakeholders, including Governments, the United Nations system, development partners, and local communities.
To effectively address multifaceted challenges in post-conflict situations, it is crucial to establish long-term, integrated and sustainable solutions that bring together humanitarian, development and peace efforts. Adopting a triple nexus approach, which emphasizes the interlinkages and synergies between these sectors, makes it possible to bridge gaps in service delivery and tackle the underlying causes of conflict. This integrated approach facilitates a smooth transition from immediate response to long-term recovery and sustainable development.

Objectives
The main objective of this consultancy is to support and advise the implementation of the project’s work plan, including organizing and facilitating multi-stakeholder engagement at the regional level, including liaising with League of Arab States machinery.

Duties and Responsibilities
The consultant’s major responsibilities include, but are not limited to the following:

• Liaises and coordinates with the relevant partner(s) and donor(s) in the implementation of the project in particular as regards the internal machinery of the League of Arab States and its subsidiary bodies.
• Provides substantive inputs and strategic guidance throughout the implementation of the project or as required.
• Provides substantive inputs in the formulation and organization on mandated project programmes on humanitarian-development and peacebuilding.
• Participating in conceiving, planning and managing expert group meetings, seminars, intergovernmental meetings and similar consultations that contribute to the finalization of the projects’ outputs and provide policy advice based on concerned research.
• Supports the implementation of training workshops, seminars, etc.; makes presentations on topics/activities as required.
• Provide direction, analytical support and strategic advice to the project managers with regards to strengthening the capacities of national stakeholders through integrating the triple nexus through a risk informed human security approach.
• Performs other duties as required by the project’s core group.

Qualifications/special skills

Master’s degree or equivalent in international affairs, political science, sustainable development or a related field is required.
A bachelor’s degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of ten years of progressively responsible experience in sustainable development, institutional development, peacebuilding, public administration, or related area is required.
A minimum of five years of professional experience as an advisory work in developing countries, including transition countries, preferably in the Arab region is required.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
